The date was Tuesday April 22nd 1986, when Laotian couple Koy Ien Saechao (48) and Choy Fow Salee (40) were traveling back on the two and a half journey to their residence in Dorman Road, Yuba City after visiting their son in a Merced CA hospital, situated in the area of the San Joaquin Valley of Northern California.
They were only 45 minutes from home when it was believed they had opted to take a rest on the roadside edge, near the interchange of Highway 99 and I-5 Sacramento and unfortunately for them, a merciless killer was in the vicinity.
How the killer approached is open to question, but the assailant unleashed a barrage of gunfire into their car blowing in both front side windows, testimony to this was the 15 small caliber shell casings scattered and retrieved from around the car. The couple suffered multiple shots to the head.
Sacramento is situated approximately one hours drive North-East from Vallejo CA and one hour and forty minutes due East of Lake Berryessa, mentioned in two letters by the Zodiac Killer, possibly. Firstly, in the dubious Fairfield Letter postmarked December 16th 1969, it was claimed by the author he would go on to kill at least 38 more people including three in Fairfield CA and nine in Sacramento. Fairfield is on a direct route from Vallejo through to Sacramento and within easy traveling distance for the Zodiac Killer, if indeed he was resident in the Benicia, Vallejo or San Francisco areas at the said time period.
More crucially though, the 1986 Letter was relevant to the date and area where Koy Ien Saechao and Choy Fow Salee were gunned down, sent possibly on Tuesday May 6th, but due to an incomplete postmark is still open to question.
He claimed in the 1986 Letter that these latest victims were killed 'about two weeks ago'.
Exactly two weeks prior to May 6th would have been April 22nd 1986, the exact date, of the cold blooded murder of Koy Ien Saechao and Choy Fow Salee. 
The method of execution here is eerily familiar to that of the Lake Herman Road double murder of David Faraday and Betty Lou Jensen on December 20th 1968 and the Blue Rock Springs Park murder and attempted murder of Darlene Ferrin and Michael Mageau on July 4th 1969. All couples ambushed in their car, and although not substantiated, it may be likely the killer approached this couple from behind in his vehicle, due to the locality of the crime.
Two days after the Saechao/Salee murders and not far away, Jimmy Lee Rowe was also parked up on the shoulder by the Exposition Boulevard exit and Highway 160, Sacramento, where he was found gunned down in his pick up truck. His killer has never been apprehended. The most interesting aspect of the Laotian couples murder though, was that shortly afterwards a 'Mystery Man', thought to be a hitchhiker, flagged down a California Highway Patrol Officer in East Nicolaus and informed him of an automobile accident, at the precise location the couple were eventually discovered. He was later sought for questioning in connection to the double murder on Highway 99, but he failed to come forward and his identity remains unknown to this day.
The author of the 1986 Letter stated ' I will give you a clue to help you with the mystry, They were killed by a freeway. The Blue Meannies almost caught me '. Had the murderer already given the clue about his own identity to the California Highway Patrol Officer and he indeed was the 'Mystry' Man. Furthermore was his alluding to the ' Blue Meannies almost caught me ', as just another case of the Zodiac Killer toying with the long suffering police and authorities, that he, so seemingly enjoyed ridiculing during his campaign of correspondence down the years. 
A relative of Koy Ien Saechao and Choy Fow Salee said " We don't want to get killed in the United States, we want to live here for freedom', lets hope one day they find a resolution to the answers they desperately yearn, and the killer, whomever they may be, finds that freedom, will one day be no more.

Usually cases mentioned in this thread fall into the broad catagory of "someone was killed / Z may have done it" - possible, but without any credible evidence pointing to a connection. This case, on the face of it, rises above that catagory. The timeframe, location and description of events seem to match the unverified Z letter. Quite interesting!

Is there any description/sketch of the 'Mystery Man' ?

Did a little research on this case and found this.

Devon Stuart Olson, born 1958, in some reports, is said to possibly have been responsible for the murder of Koy Ien Saechao, 48, and Choy Fow Salee, 40

But I have not been able to find any conviction of Devon Stuart Olson  for the murders in question.
 
AND...this 2013 arrest info on Devon Stuart Olson says that he, among other things, has been charged with "GIVING FALSE INFO TO POLICE-CRIM"
 
So IMO it seems he was NOT the killer

He gave false info to police?

Hmmm....I wonder what this guy's handwriting looks like?  Anything like the above letter posted by UKspycatcher?     Maybe he also like providing fake letters.

Have been unable to find any description of this mystery man unfortunately, due to lack of info on the internet and short of phoning the police themselves or emailing them I am at a crossroad. Yes Devon Olson disappeared and has not been seen since, although he is less than credible. The location, freeway angle, small caliber weapon, number of victims, couple, method of murder and timeline to letter all match nicely.

When Z wrote a letter and he wrote, "This is the Zodiac speaking,"  he never put anything on the first line other than those words. The only letter that deviates from that pattern is the 1978 forgery.  Maybe this letter was based on that forgery?

He opens the Belli letter the same way with "This is the Zodiac speaking I" on the first line as well. Like the 78 or the more refined Exorcist letter the numerous Zodiac phrases and misspellings seem like he may be trying too hard to prove it is him. At the same time the four scratch outs seem natural and the cryptic idea of implying that he was the hitchhiker who reported the crime to CHP and yet leaving the crime referenced ambiguous is pretty convincing Zodiac behaviour for me. After two weeks I guess he could have anticipated the hitchhiker was not going to come forward but I can't help but feel like this may have been Zodiac trying to return to the spotlight after reading Graysmith's first book.

Just because this is the only kind of update we have... here is a link to a report about the conviction of the crazy meth head lady hitchhiker Diana Creech who eventually confessed to the murder of Jimmy Lee Rowe who was shot in his truck a few days after the Saechao and Salee murder. These crimes must have seemed related at the time.
