What are these things?...

So I've got this oak tree in the backyard, and its leaves are coveredwitht these 'seed' looking things (I assume they're some kind of parasite)... Questions:
- What are these things?
- Where do they come from?
- How do they multiply?
- Should I be worried (Is the tree in danger)?

or at least my oaks have 'em. I sent a picture of it to my horticulture buddy and will get back to you when he gets back to me.

...lay an egg under the skin of the leaf. It reacts with a "gall" and the larva develops in there eating at the leaf. You can cut them open and see it.

I dont think they do much harm....but it is ugly.
