It's just that people are reluctant to use them on the street.

To my eyes, an X looks very wrong on 14" or 15" rims/tires unless it's been lowered by quite a bit.

I'd love for you to point me in the right direction as to finding a DOT race tire that'll fit a 13x10" wheel.

Now, you will need to ship from the UK, but these tires do exist, and they are Radial, not slicks.

They are available in the following sizes:

225/60 r13
240/60 r13
300/60 r13

Heck, they even have a 370/66 r13 tires as well, but you need a 14 to 15" wide rim to use it.
