What's with the commercial roof box and power lead coming out of the vehicle?

Turkey has been using EW variant Cobra in Afghanistan for a while, giving IED protection to NATO and Afghan forces..

This is a bit more than a broad spectrum IED jammer. Its a SIGINT vehicle. It intercepts radio comms, jams them where appropriate, and can emit radar waves to confuse enemy assets into thinking its a radar or a host of other things so you waste your ARM's destroying a Tigr in place of $100 million dollar S-400. The Russian army has 10 of these on order for 2012. They are expensive little goodies

There's obvious some kind of electronic cr*p inside of it and a wire going to it. Cheaper to house the electronics in some kind of commercial off the shelf case than design something custom. I think it looks wicked.
