Well in that case, he sucks. He was a freshy in 2004 and needed to throw some powerful speeches around to gain popularity which he did.

Mumbai however has improved vastly since then. The airport is being upgraded, there's a new bridge across the bay, 2 subway lines u/c with more planned, slum and mill lands being redeveloped with skyscrapers etc

Have I said anything to deny that? I was merely commenting on what Mumbai has achieved in the past 5-6 years. I'm aware of what Shanghai has achieved and do acknowledge and congratulate China.
