I'm having a problem with my foreskin.
when flaccid, I can retract my foreskin completely.
But when erect , it can be partially retract.

However when I retracted, I saw white plaque that can be rubbed off and when I rubbed it off , it will come back in about a week.

So my question is "Is this yeast infection?" and what I should do to solve this problem.

You would know better in person. Just determine what actually takes place as you retract.

Looks normal to me, there is no need to retract further.
..and yes, this should be just smegma, it's normal too.
There's no need to remove it, if it doesn't bother you.
