Nice find, though I would hardly call cleaning trash out of a harbor a "shipping protection measure."

Had to dig for that one.  Took my lessons from ADP to heart.  Steam yacht with blue jackets in late19th century uniforms.  Hmm?  Found likely match on Navsource pages.  Then had to research ship's history.  Finally found the mystery photo with a caption.  A very pleasant couple of hours (with a couple of glasses of beer) on the internet last night.  Thank you for the challenge!

Need ship. Notice dolphins on the cannons. That gives it away. Difficulty Factor of 3.

Mary Rose or Vasa before salvage?  If so, Mary Rose might seem more likely.
