Yes for SMC S, assuming IU based upon PTSD rating alone.  You would also qualify for the SMC in the event the PTSD rating was elevated to 100%.

The MOS/Noise exposure list is the only one that I know.  It's only useful for hearing loss claims.  You'll need to prove this claim like any other.  Any evidence of these issues while in service?

We'll have to go to a "No fault" system.  Possibly have to carry an additional addendum on our policies like we do for uninsured/underinsured motorists.  Someone will figure out a way to simultaneously pass the blame and make money.

I'm still against this.  The technology isn't there yet. For DIC purposes, the 10 years begins on the date you were found to be totally disabled due to your SC conditions.  Remember this only applies if you pass away due to non-SC injury or disease.

I think this depends on the code(s) that the scars were rated under.  Scars rated under 7801 and 7802 are eligible for the bilateral factor to be applied.  7804 for painful scars wouldn't be eligible.  However, 7804 provides for an additional 10% to be added to the evaluation.  It's the same thing t...

A Veteran with service connected disabilities that create such severe limitations would likely be drawing at 100%, if not SMC.  For instance, the Veteran in your example, with SC blindness in both eyes, would be drawing SMC L.  A Veteran that is wheel chair bound for loss/loss of use of both legs wo...
