Limit to Number of Intermediate Cards Signed?

I have heard two differing opinions on this issue. Which one is the "law"?

1) 23 intermediate players signed at any one time

2) No limit to the number of intermediate players on cards at any one time

2012 Rules and Regulations:
R6.09
No team shall have more than twenty-three signed and registered at any one time, except Major and Senior teams who shall be allowed to sign or register twenty=five players at any one time. When the maximum number of players has been signed, one must be released and his certificate returned to yhr League Registrar before an additional player may be signed and approved.

Intermediate is "minor" lacrosse so the following should apply ...

MR2.01
No team may have more than twenty-five (25) players registered for competition.

i think 20 is good.. any more then that and you'll have more teams then just six nations using them as spots for junior A and junior B... like they did when i played them

Benny it isn't only 6nay that follow the practice of " burning " Int Cards It is done by alot of clubs and in the end it prevents kids fromplaying longer or finding that kids have no place to play once junior teams rosters are set

there is no reason for any team to carry more then what they need to keep.. unless they wanna use spots for extra junior A or if they wanna be able to fight and keep a full roster... trust me no one liked to play these teams.
