Brown Sugar Smoked Pollack

2 Lbs of Pollack or other fish
4 cups of water
1 cup soy sauce
¾ cup brown sugar
¼ cup kosher or canning salt (not iodized)
1 tsp garlic powder
1 sprig of fresh rosemary

Mix brine ingredients together in a large glass bowl. Pour over fish fillets and make sure they are covered. Brine at least two hours  (longer for thicker fillets.) Remove fillets and pat dry. Smoke for 2 hours in a 170° smoker or until done with soaked hickory chips.
