Why Cornelius was not saved BY SPEAKING IN TONGUES.
And he said unto them, Ye know how that it is an unlawful thing for a man that is a Jew to keep company, or come unto one of another nation; but God hath shewed me that I should not call any man common or unclean. Ac.10:28
Peter could still tell people they were UNSAVED or did not have A holy spirit. NO PERSON or BEAST can be called UNCLEAN in a ceremonial sense but they can be UNCLEAN in a literal sense.

......common, i.e. (lit.) shared by all or several, or (cer.) profane: - common, defiled, unclean, unholy.
......Akathartos (g169) ak-ath'-ar-tos; from 1 (as a neg. particle) and a presumed der.
......of 2508 (mean. cleansed); impure (cer., mor. [lewd] or spec. [doemonic]): - foul, unclean.
However, some people are LITERALLY impure, lewd, demonic. They would never be "purified" by believing that Jesus existed.
......For this ye know, that no whoremonger,
......nor unclean person, nor covetous man, who is an idolater,
......hath any inheritance in the kingdom of Christ and of God. Ep.5:5
Many people believed in Jesus but refused to obey because they wanted to be idolaters and adulterers.
Peter is looking backward:
Acts 15:1 And certain men which came down from Judaea taught the brethren,
......and said, Except ye be circumcised after the manner of Moses, ye cannot be saved.
Acts 15:7 And when there had been much disputing, Peter rose up, and said unto them,
......Men and brethren, ye know how that a good while ago
......God made choice among us, that the Gentiles by my mouth
......should hear the word of the gospel, and believe.
HERE IS WHAT JESUS COMMANDED PETER TO PREACH:
Matt. 28:19 Go ye therefore, and teach all nations,
......baptizing them in the name of the Father, and of the Son, and of the Holy Ghost:
......Teaching them to observe all things whatsoever I have commanded you:
and, lo, I am with you alway, even unto the end of the world. Amen Matt. 28:20
The Apostles would bear WITNESS in only four places:
......Acts 1:8 But ye shall receive power, after that the Holy Ghost is come upon you:
......and ye shall be witnesses unto me both in Jerusalem, and in all Judaea,
......and in Samaria, and unto the uttermost part of the earth.
When peter preached to THE GENTILES -- not just Cornelius.
Acts 15:8 And God, which knoweth the hearts,
......bare them WITNESS,
......giving them the Holy Ghost,
......even as he did unto us;
No: he did not say SAVED THEM BY SPEAKING IN TONGUE ONLY.
Peter had only the doubting Jews to convince and dare them to forbid him to baptize Gentiles.
The supernatural signs of AN APOSTLE was to be a WITNESS: the RESULTS of speaking so the doubters could understand was he BARE THEM WITNESS as included by Pentecost.
Why INSULT the Spirit? He could have said and HE SAVED THEM. He did not an you dare not.
HERE IS THE POINT:
Acts 15:9 And put no difference between us and them,
......purifying their hearts by faith.

......G2512 katharismos kath-ar-is-mos' From G2511 ; a washing off, that is,
......(ceremonially) ablution, (morally) expiation:cleansing, + purge, purification, (-fying).
NONE OF THIS HAS TO DO WITH SALVATION OR THE REMISSION OF SINS.
Acts 2:37 Now when they heard this, they were pricked in their heart,
......and said unto Peter and to the rest of the apostles,
......Men and brethren, what shall we do?
Acts 2:38 Then Peter said unto them,
......Repent, and be baptized every one of you in the name of Jesus Christ
......for the remission of sins,
......and ye shall receive the gift of the Holy Ghost.
Remission of sins and receiving A holy spirit comes AFTER and conditioned on BELIEVERS repenting and being baptized. Therefore, Cornelius would be baptized FOR the remission of sins.
"IN the name of" is "calling on the name of the Lord" to "wash away THY sins."
A holy personal SPIRIT (mind) is NEVER given by FAITH ONLY.
A person who is believes is able to be baptized to receive A PERSONAL HOLY SPIRIT because they are not CEREMONIALLY disqualified by Racist people who would hinder.

......sacred (physically pure, morally blameless or religious, ceremonially consecrated):
......(most) holy (one, thing), saint.
......G53 hagnos hag-nos' From the same as G40 ; properly clean, that is,
......(figuratively) innocent, modest, perfect:chaste, clean, pure.
So, you may be PURIFIED BY FAITH meaning that you are not CEREMONIALLY IMPURE. However, you do not have a personal holy spirit until sin has been remitted: remission of sins is always after baptism and never by faith only.
When you have an UNholy spirit it is filled with thoughts and acts NOT HOLY.
When sin is REMITTED from your UNholy spirit then you have A holy spirit.
Here is THE POINT of Paul's convincing doubting Jews that Gentiles were purified by faith and were therefore QUALIFIED to be baptized in order too receive A holy spirit. Purified does not mean having A holy spirit or A good conscience both given when we request it by baptism: Faith includes "to comply."
Acts 10:34 Then Peter opened his mouth, and said,
......Of a truth I perceive that God is no respecter of persons:
Acts 10:35 But in every nation
......he that feareth him,
......and worketh righteousness,
......is accepted with him.
If being pure or accepted means SAVED, then Peter said that we are saved by faith AND WORKS.
Rom. 5:9 Much more then,
......being now justified by his blood,
......we shall be saved from wrath through him.
Rom. 5:10 For if, when we were enemies,
......we were reconciled to God by the death of his Son,
......much more, being reconciled,
......we shall be saved by his life.
