Brad will be encountered after the game has been completed once (the credits roll). When going back to Linda's home stage, in Expert Mode, another cutscene takes place unlike the regular one and you will have to face Brad. A different musical score will be played when going against him. The player must beat him in a race (along with the other two computers) in order to unlock him.

The shot reflecting element would be present but I'd like to add a little more detail.
Shot Reflection
Depending on what board trick you perform, it will influence the direction the shot travels when it is reflected.
Back: Straight Back to the sender
Left or Right: Will be sent in the respective directions until they home into another person or hit a wall.
Up The shot will be launched straight in the air. If timed correctly it will land on the ground after 1-3 seconds rather than on the person's head. If the shot doesn't hit anyone upon landing, it will continue to travel forward. Shots reflected this way will have added effects. For example, if a bomb lands on the ground it will explode and have twice the blast radius, if the person is hit in mid air the blast radius is also "extended" downwards. If it’s a freeze shot, the ice won't break if another player crashes into it.
The steeper the angle the board is during the grab on impact, the higher (and less horizontally farther) the shot will travel. Therefore the higher the chances the player's counter won't backfire (ie land on their head or follow them)
This is the list of additional effects shots will have after becoming refected upwards.
Bomb: Blast radius will double. If it hits target in the air the blast radius will "extend" downwards.
Freeze Shot: Freezes target for a longer duration. When players crash into target the ice will not break
Slap Stick: When comes in contact with player (unavoidable except via jumping) the target is knocked down and loses up to six coins.
Whirlwind: After it hits target, the whirlwind will stay in place and grow for 3 seconds. Both items will be lost apon impact.
Parachute: Target will be in mid air for a longer duration and will be sent backwards while flying.
Snowman: Once it hits the ground it splits into eight pieces and travel in seperate directions, they can stay on the field longer than regular snowmen.
Tricks (Spins and Flips)
Manual Mode (Wii-Mote + Nunchuk and Classic Controller)
This is the mode used in previous titles. One can hold the A button, tilt the stick in a direction and release the A button. This can spawn many combinations.
Tilt Mode (Wii Mote + Nunhuk)
This type of control take advantage of the Wii's motion sensing capabilities. Don't worry, if you still don't get the hang of this method the manual mode is available too.
Hold the A button on the Wii Mote
Use your wrist to tilt the Wii-Mote left, right, up, down or diagonally. As long the A button is still held, you can continue to do tricks.

Alternate Costumes
Each character will have a brand new costume and a palette swap of it. There will be at least 7 Costumes for each character. They include Costumes from past games and maybe even some other ideas for the "unlockable" one. If the character was not present in that game, they can be reimagined and have an "appropriate" costume.
