Frustration aside, I really like their addition. Adds extra length to the game and they can be fun. Well probably anything would feel fun seeing as I've waited ten years to play this.
I would definitely suggest using a character you're good with, for starters. Make sure you've got decent speed, but not so much that your handling is too tight.
Using Linda (Goodness, me?!) is a good example.
If you can manage to somehow get in front of Damien, just bomb-shot him backwards until he's dead while keeping your eyes on shots coming at you.
If you're a tag-along behind him, make sure to keep a safe distance between him and you while firing straight down the path, your shots tend not to miss if you do that. (Damien runs along a set path in the robot suit, so he's pretty easy to sum up to shoot.) Also prepare to jump any time he fires back, and weave if you get too close and he drops gears all over the ground. Never get too close or you'll find yourself flat in no time.
Also, do not bother with shortcuts unless you are absolutely sure you will get ahead of him. Wasted time with a shortcut will only be time away from attempting to get shots on him.
Lastly, if you are ahead of him, and he's catching up, veer to a wall and let him pass. A bump on the nose will slow you slightly, but being squished and having to get back up from that will put a lot more time between you and Damien. If you have shots as well, hit him to slightly slow him a moment, it'll give you a chance to move around if there's an opportunity ahead, or if you're trying to stack some hits on him.
He gets to be a pushover after that, really.
