Well considering the timeline it takes place in, any fighter who isn't a verteran in the series will not be able to take part in Street Fighter 4 anyway (it either takes place between Alpha and II or II and III).

It takes place between II and III. Yun or Yang were fesible, they were even in a cutscene of Chun Li's. Also there are some in III who are noteably older (Dudley or Alex)
