if a team is highlighted in green with an "L" next to their teams name; does that mean they can still compete (qualified) in CIF, even though they didn't make the qualifying times and did not make the top 2 in their league.

Didn't you see the explanation on the front page... can't make it much clearer

An "A" or a "Q" next to an entry indicates that the entry qualified by either/or hitting the CIF standard or by placing among his leagues' automatic advancers (in most cases among the top 2 finishers). An "L" means that the entry is "At Large" and is subject to the number of positions available. An "A" or a "Q" will not be bumped. An "x" means indicates a scratch. Alternates are shown in order under the "L's."

if you have an L yes....unless....someone scratches and the extra heat is unnecessary... Like George said A and Q won't get knocked out but the L does....Assume yes and see what happens as your head coach is required to go to the CIF meeting tomorrow night

... they will be able to compete.
But.... if there was a mistake in the original seeding... someone was missed, for example, with a auto qual or a better mark, then the L list could change. If you're say the 24th "L" or better you're pretty safe. However, if you're the 26th or 27th "L" better keep checking.

Last year we had "tentative" entries depending on how many heats are needed.
This isn't being done the year because we're taking 27 instead of 18 in each event.
If we have 28 in an event we'll run 4 heats. If that get's scratched down to 27 that event will be seeded with 3 heats.
Once the heat sheets are published, however, there will be no reseeding.
