Does anyone know where I can find dates and/or lineups for Uruguay Liguilla Competition?

Which one?  It was held every year from 1974 until 2009 (except 2005).

do you have 1990 liguilla season (probably played in 1991) that was qualifier for 1991 Copa Libertadores
1991 liguilla season that was a qualifier for 1992 Copa Libertadores
1995 liguilla season that was a qualifier for 1996 Copa Libertadores
1996 liguilla season that was a qualifier for 1997 Copa Libertadores

RSSSF has results and final tables of each year, and some scorers and dates.  No lineups.  You might need to get a Uruguay FA book or write to the Uruguay FA if you want full lineups for every match...

Results and scorers are in "The North and Latin American football guide" of Heart Books

No, it's a tournament of usually 8 teams, a Uruguayan qualifier for the South American club competitions.

I consulted Annuario del Clacio Mondiale: they only report results and top-scorers, but not dates and line-ups.

There's no point checking for results in that publication if that is all you are finding there.

All results (again without dates) are here in one place:

You could try emailing the authors of the RSSSF file (albeit it was last updated 14 years ago).

If I remember correctly, the early 1990s editions of "World Soccer" gave South American league tables but not the list of scores, generally.   In which case the answer to the original question is probably only in a local source (yearbook, newspapers, etc).
