I've no idea I'm afraid, but hang on, someone more enlightened than me may be along shortly.

I'd leave it until it flowers (I think I can see flower buds) which may give us a better idea.

Now you are pushing your luck with a picture like that of imature plants.
But I'l stick my neck out and say Platycodon grandiflorus  balloon flower.
I take it the shoots are from something you grew last year that died back over the winter.
Realy need to see the flowers and or flower buds.

I reckon Taffy is spot on especially at this time of year. If it is watch out for slugs and snails
