I used to float mine in the bath, balance the lead bulb on top of the hull. Moving the ballast back and forth to get the correct waterline profile in the water.
You want the stern and bow to be an even distance from the waters surface. Perhaps have the bow slightly raised compared to the bow. It's not an exact measurement and you may well want to adjust the balance after sailing a few times. This finer adjustment can often be fixed by moving the placement of the batteries.
