Mamasapano Operation by PNP-SAF

What should have been a celebration due to the neutralization of international terrorist 'Marwan', have turned into a mourning for the death of more than 40 SAF troopers who were ambushed by BIFF and MILF forces when they were already heading back.

Oplan Exodus was aimed at apprehending Malaysian terrorist Zulkifli bin Hir, alias Marwan, who had warrants of arrest in the US and the Philippines, and was blamed for the deaths of 46 Filipinos - besides the 200 fatalities in the 2002 Bali bombings - in a string of terror attacks over a decade. The US government had put out a $5-million reward for information leading to his capture.


49 police, 5 rebels killed in Maguindanao firefight

Forty-nine police personnel and five Muslim rebels were believed to be killed in a gunbattle yesterday in Maguindanao, said local authorities today.

A series of clashes occurred in the early hours of Sunday in Mamasapano town between the Special Action Force (SAF) of the Philippines National Police (PNP) and the alleged members of the Bangsamoro Islamic Freedom Fighters (BIFF) and Moro Islamic Liberation Front (MILF).

Five MILF members were killed in the gunbattle, according to a statement on MILF's website. The group said the killing of the police personnel was "unfortunate."

In addition, three civilians were injured in the incident and 563 families were affected, according to a situation report from the Office of Civil Defense Autonomous Region in Muslim Mindanao.

Harold Cabunoc, public affairs office chief of the Armed Forces of the Philippines (AFP), said there are no reported skirmishes between the two sides as military efforts are still ongoing to extricate bodies of the slain police personnel.

Authorities said the SAF members were searching for Malaysian terrorist Zulkifli Bin Hir also known as "Marwan," a known explosives expert, and his Maguindanaon cohort Basit Usman.

Defense Secretary Voltaire Gazmin said initial information indicated that Marwan was killed in the earlier police operation. Reports said the policemen were on the way home when they were engaged by the MILF rebels.

"According to reports, they were able to neutralize one of them, Marwan, although the other, Basit Usman, was able to escape. The government will do all its might in order to prevent the terrorists from moving around our area," said Gazmin.

Mohagher Iqba, MILF chief negotiator, was quoted in a statement as saying, "There was no coordination (with the MILF) and they engaged our troops nearby aside from the BIFF."

Iqbal said the PNP's non-coordination caused the fighting.

The Philippine government and the MILF signed a comprehensive peace agreement in March, 2014, to end the decades-long armed conflict in southern Philippines.

Part of the agreement is to pass the Bangsamoro Basic Law, which will be the organic law for the envisioned Bangsamoro government that will replace the existing Autonomous Region in Muslim Mindanao by 2016.

The BIFF is the armed wing of the Bangsamoro Islamic Freedom Movement which broke away from the MILF in 2010 because of disagreements over the peace talks with the government.

Miriam Coronel-Ferrer, government peace panel chairwoman, said the Aquino government was deeply saddened by the loss of lives during the tragic encounter in Mamasapano that involved members of the PNP and various armed groups, and sent its condolences to the families of those who perished.

Coronel-Ferrer said the government hopes to normalize the situation on the ground as soon as possible in order to prevent the displacement of civilians, give a full swing to the humanitarian effort, and prevent a repeat of the incident.

Army troops could not also just enter the area as the prevailing situation on the ground was then very fluid and could have resulted in a “mis-encounter,” he added.

Fighting stopped after the MILF panel initiated moves for a ceasefire to allow police reinforcements to collect and extricate the bodies of their fallen comrades with the help of US forces.

TAMA KAYA ANG GINAWA NG SAF NA ISEKRETO?

- Sa akin lang po ha, hindi naman masama na isekreto ng SAF ang operations kasi baka may hudas sa linya at mapatakas yung huhulihin.

At mali din na i-coordinate sa MILF kasi maski na hiwalay ang BIFF ay magkakamaganak pa rin yan at may tactical alliance ang BIFF-MILF at maging ang ASG.

Ang pagkakamali lang ng SAF ay hindi nila nakuha ang tamang info sa strength at possible action ng MILF na katabi lang.

Dahil wala ding AFP coordination ay siyempre mahihirapan din ang AFP na sumugod.

Wala naman attack helicopter at wala ding artillery ang SAF.

Yun ang risk na sinulong ng SAF.

Pero hindi ko sinasabi na mali ang ginawa ng SAF na secret ops. Kasi HVT yan at kung mas madaming makakaalam lalo na yung may interes na grupo sa hahabuling grupo ay masisira lang ang ops.

SALUDO ako sa tapang ng SAF.

Next time ayusin natin ang plan at bigyan halaga ang variable strength ng kalaban at iba pang factors.

At since wala kayong gaanung strenght (people/hardware) ay hayaan na lang muna sa AFP pag ganyang susugod na sa malaking grupo. Ilagay sa Task Force headed ng 3-star general ang pagtugis sa bombers.

Pwede namang gamitin ang SAF pag minimal ang kalaban.

Dapat mahuli na yung dalawang bombers at iba pa para mabigyan ng justice ang namatay na SAF troopers.

‘Purisima planned it all’

Aquino let suspended PNP chief run show

The fatal covert operation that killed 44 members of the elite Special Action Force and wounded 12 others had been assigned by President Benigno Aquino to suspended National Police Chief Alan Purisima, apparently without the knowledge of Interior Secretary Manuel ‘Mar’ Roxas 11.

A police general, who was part of the planning and actual operation and is privy to the ongoing investigation told the Manila Standard on Tuesday that Aquino may have considered Purisima as still the “de facto PNP chief” in assigning to him the sensitive mission.

“It was a tragedy in the making,” according to the police general.

“The President was aware of the Marwan covert operations. Purisima reported directly to him. In fact, the President went to Zamboanga prior to the troop’s jump off to Mamasapano in Maguindanao so that he would be in the vicinity when Malaysian terrorist Zulkipli bin Hir alias Marwan and Filipino Basit Usman, both bomb experts linked to the Jemaah Islamiya terror cell, are captured,” said the general, who requested anonymity.

“The President was there as he expected the turnover of Marwan to the Philippine government. The President would be present during the presentation of Marwan. Such was the solid plan,” he said. “The President expected a successful operation.”

He added that “Roxas was not with the President. He was kept out of the loop. No one else knew of the covert operations because the subject were terrorists wanted worldwide by the US government, which even offered a $5-million bounty for Marwan’s capture and $1 million for Usman.”

He said there was “no clear leadership” other than a marching order that it was sanctioned by Malacañang.

“From the ground, the SAF officials reported directly to Purisima, who ran the operations from the White House in Camp Crame, despite his suspension,” the general said.

“Purisima would then report either to Executive Secretary Paquito Ochoa Jr. or directly to the President,” the source said.

The controversial white house was the official residence of the PNP chief and was the reason why Purisima was suspended following his acceptance of P25 million in donations for the renovation of the residence.

“Secretary Roxas was kept out of the loop. He was so incensed that when he called for an emergency meeting, the first he did was confront [PNP officer-in-charge Deputy Director Gerardo] Espina and the SAF officials and blamed the SAF. We felt no empathy from him. He blamed us,” the general said.

“Why was I not informed? Why was I kept in the dark?” the general quoted Roxas as saying when he arrived at the command conference.

“Who was behind this operation?” Roxas demanded.

Espina immediately took a hands-off stance and told Roxas he was also not aware of the Palace-sanctioned raid.

The general explained that the President allowed Purisima to run the operations because it was Purisima who was in possession of all intelligence information about Marwan.

Purisima, he said, had followed and tracked Marwan’s moves since 2005.

“Due to the sensitivity of the information, Purisima would not share the intel with anyone and asserted he had to personally run and oversee the operations,” the general said.

Besides, the general said, Purisima needed such a huge break and successful operation to redeem himself from the controversies linking him to graft and corrupt practices, for which he was suspended for six months.

The President, thinking of the possible worldwide attention he would be getting for having to capture the world’s most wanted terrorist, gave Purisima the go signal.

“Purisima was told by the President to operate “incognito”,” the general said.

“The President acceded to Purisima’s condition and ordered Ochoa to provide Purisima the resources, ammunition and artillery that his troops would need,” the source said.

“So all the SAF men involved, including the 44 who perished, the 12 who were seriously wounded and a survivor of the carnage, were all trusted men of Purisima,” the general said.

Asked what went wrong as the SAF troops had engaged in a fierce firefight with the Moro Islamic Liberation Front, the general said it was the MILF that violated the ceasefire.

“The ceasefire was in effect. We observed it. We expected the MILF to observe that too. There was no way we could coordinate with the MILF when the terrorists we were after were in their territory,” the general said.

“We were there only to serve warrants for the arrest of Marwan and Usman. There was no intention to engage in a firefight with the MILF. We did, however, expect an exchange of gunfire with the Bangsamoro Islamic Freedom Fighters in case they turned up because there was no standing ceasefire with them,” the general said. “We also came ready with our weapons.”

“We were caught unawares when the MILF fired upon us. And so we radioed for back-up and artillery from the Philippine Army. The Army refused to send the artillery and told us their hands were tied because of the standing ceasefire,” the general said.

“The army officials even thought the distress signal and SOS for back-up over radio was a prank call because they insisted there was no operation slated in Mamasapano,” the general said.

He said the call for help went to a circuitous route – from Mamasapano to Camp Crame to Zamboanga, where the President ordered Ochoa to call the Army and send an extraction team.

“It took us several hours of convincing the “higher-ups” that our ranks were already being slaughtered,” the general said.

“The artillery came at 6 a.m. when most of the men were decimated already,” the source said.

The general said a seven-man fact-finding team has been formed to get to the bottom of the Masasapano carnage.

Asked to elaborate on the President’s order for Purisima to remain “incognito,” the source said it meant, that “Purisima, even if the operations turned to be successful, cannot claim credit for it.”

But now that it turned into a huge failure, the general said, it would be an injustice to the 44 men who got killed if no one would be made responsible for their death.

“This is why this early, we wanted the real story to come out so that no one could bend the truth as to what really happened and who were responsible behind the operations. We want the real story told. Lives had been lost. Those were good men,” the general said.

As this developed, Espino sacked Director Getulio Napenas as chief of the Special Action Force on Tuesday following the fatal operation.

Espina announced Napenas’ relief during a press briefing in Camp Crame. Espino said SAF Deputy Director Chief Supt Noli Talina will replace Napenas as SAF officer in charge.

“I talked personally to Director Napenas about his relief at the start of the Board of Inquiry. I would like to get to the bottom of things,” Espina said.

Roxas had ordered that a BOI be formed to unravel the whole truth behind the special operations led by the SAF Sunday at Brgy Pidsandawan, Mamasapano.

The BOI will be headed by Director Edgardo Ingking, head of the Directorate for Integrated Police Operation in Mindanao, with PNP-Criminal Investigation and Detection Group (CIDG) chief Director Benjamin Magalong and Chief Supt. Catalino Rodriguez, of the PNP Directorate for Research and Development and the PNP Secretariat as members.

“What happened during the encounter, were there lapses, and if were there persons liable, they should be meted sanctions,” Roxas said.

“It is also important to know whether there were operational lapses so that this would not happen again,” Roxas said.

The SAF special operation was centered on arresting Malaysian terrorist and Jemaah Islamiya-trained bomb expert Zulkifli bin Hir, alias Marwan, and his Filipino counterpart Basit Usman.

Roxas and Espina both claimed that Marwan was killed during the operation. Roxas said that Marwan’s death was properly documented with a photograph showing the supposed dead body of the terrorist.

Roxas said the clash between the SAF mmebers and MILF was a misencounter, but sources from the police and the military rejected the claim as highly improbable.

“That’s very farfetched. Obviously, the SILG has no exposure to combat. In the field, misencounter can be established only minutes after the initial shooting. But in Mamasapano, the SAF were engaged in intense, hours of firefight,” a source from Camp Crame said.

“Worse, some of the SAF troops bore bullets wounds at their backs, which means that the perpetrators managed to get near the troops. So, how can that be a misencounter?” the source added.

Roxas had clarified the SAF commandos went to the lair of the MILF and BIFF, a splinter group of MILF, in Barangay Tukanalipao, Mamasapano in Maguindanao last Sunday not because of the United States’ Federal Bureau of Investigation $5-million bounty and another P1 million reward on Marwan and Usman, respectively.

The SAF operatives were doing a legitimate police operation when they were attacked by BIFF and MILF elements, and that the misencounter began when the elite police force had entered an MILF-controlled area, he said.

A total of 392 elements of the PNP-SAF were involved in the operation, of whom 44 were confirmed dead, 12 were wounded, while 336 were all accounted for, Roxas said in an official statement. He also ordered PNP’s Comptroller Director Rolando Purugganan to ensure that all the benefits due “our fallen heroes” will be given to them “Put up a system to ensure that they (victims’ kin) will immediately receive all assistance due them,” he said.

The supposed arrest of Marwan and Usman had nothing to do with the suicide bomb threat on Pope Francis’ five-day visit to the country, he said.

“Marwan is a high-value target both internationally and locally. Authorities had long been after him for being the most wanted terrorist,” he added.

SAF casualties in Maguindanao now 50, names of 41 released

COTABATO CITY – (UPDATE, 4:10 p.m.) The number of casualties from the Philippine National Police-Special Action Force (PNP-SAF) in the encounter between the police and members of the Moro Islamic Liberation Front (MILF) in Tukalinapao, Mamasapano, Maguindanao has now reached 50.

This was confirmed by Senior Superintendent Noel Armilla, PNP director for the Autonomous Region in Muslim Mindanao (ARMM), Monday morning.

The ARMM police has also released 41 names of the PNP-SAF killed in action in Maguindanao.

The number of casualties is expected to rise as monitoring continues in the area, said Armilla.

It is said that six of the 50 are officials.

Maguindanao remains on alert.

The PNP-SAF was aiming to arrest Zulkifli Bin Hir alias Marwan and Basit Usman, each with a bounty of 5 million US dollars on their head.

The entire Central Mindanao has been enveloped in sadness due to what people are now calling a new Maguindanao massacre.

A Filipino bomb expert trained by the Jemaah Islamiyah terror network has reportedly formed a new group from former officers and members of the Bangsamoro Islamic Freedom Fighters, a security and intelligence expert said.

MNLF MESSAGE ON THE 50+ POLICEMEN MURDERED BY MILF IN MAGUINDANAO ON JAN 25, 2015: Yang BIFF na faction ni Mama dyan sa Maguindanao is a pressure group of the MILF. Gumagawa yan sila ng terrorismo para ma-pressure ang gobyerno na aprubahan ang proposed Bangsamoro Basic Law (BBL) na naka-hain ngayon sa Legislative Branch of PH Govt. If PNP/AFP collaborated with MILF in their operations in that area, it is most likely that the MILF have leaked out tactical information to the BIFF, kaya nangyari yang massacre. Kami nga mga MNLF hindi nagtitiwala sa mga MILF na yan eh, mga traydor yan sila.
Military Artillery is the best way in dealing with terrorists dwelling in MILF camps. Tactically, hindi uubra yang foot law enforcement sa area na yan. You should learn from ERAP. Artillery first, then send in the MNLF to finish those terrorists off.

MNLF DEBUNKS MILF EXCUSES IN THE MASS MURDER OF 50 SAF PNP POLICEMEN OF 25 JAN 2015 IN MAGUINDANAO.

EXCUSE #1: PNP INCURSION INTO MILF TERRITORY

DEBUNK: The MILF organization has no sovereign territorial rights over any piece of land anywhere in the Philippines, whether that be their fully-controlled camp, village, or community. The government forces have full sovereignty over all parts of the Philippine territory. There is no such thing as a demarcation line or boundaries of land that grants territory to the MILF.

The PNP has warrant of arrest and has all the rights to go and pass through wherever in the territory of the Republic of the Philippines wherever they have available information on the whereabouts of the Malaysian terrorist.

EXCUSE #2: PNP DID NOT COORDINATE WITH MILF

DEBUNK: There are two types of coordination. One is peace-process compliance coordination, the other is tactical coordination. The peace-process coordination was already complied by the PNP because it was already published in the newspapers that PNP is scouring those provinces of Magindanao, Cotabato, and Lanao area to look for Malaysian bomber Marwan. Marwan is already in the publicized Philippine Most Wanted List and the American Embassy in Manila even has a reward tag of $5M for his capture. Moreover, the PNP have already made so many patrols in that area in relation to the the legitimate police operation of finding Marwan. On the other hand, the tactical coordination is an internal process within the trust layer of the PNP chain of command, and it is not subject to peace-process coordination compliance. We MNLF can attest that PNP already coordinated with us via the the public information news we read in mainstream media months ago that PNP is operating in that area to get Marwan and other wanted Malaysian terrorist bombers. Just like the MILF, we MNLFs also have a peace-process-related coordination compliance with Government's large troops movement; and we attest that this particular PNP operation to search for Marwan in Maguindanao, Lanao, and Cotabato area is well coordinated with us.

EXCUSE #3: MILF ACTED IN SELF-DEFENSE

DEBUNK: The five (5) reasons why self-defense is not a valid excuse are: (1) MILF failed to take the evasive maneuver in a way that they could have walked away from the path of the PNP to avoid misencounter; (2) MILF assaulted persons in authority; (3) MILF's superiority of strength in terms of numbers, weapons, and familiarity with the terrain; (4) MILF did acts of mutilation, and (5) MILF did summary execution on subdued members of the PNP.

REACTION TO PNOY'S AND PURISIMA'S INVOLVEMENT ON THIS SAF OPS

Para sa akin ay di naman mabigat na kasalanan ang ginawa ni PNoy at ni Purisima dito. In fact, tama sila.

Una, si Purisima ang may alam sa hunt operation intel sa galaw ni Marwan na nailunsad matagal na. At gaya nga ng sabi ko mahirap na ikalat ang detalye ng operation dahil baka masagap ng mga hudas or mag-leak while on transmission. At hindi naman siya labas sa PNP kungdi on leave lang.

Pangalawa, capable naman ang SAF troops kaya nga natumba yung si Marwan (o look alike man). Kailangan ng night ops kasi cover ng commando ang gabi at expected na lower ang guard ng kalaban.

Ang hindi lang maganda rito ay na-underestimate ng SAF yung maaaring mangyari gaya ng pag-ambush ng BIFF at paghalo ng MILF at wala naman ang SAF na reinforcement plan na matibay at wala sila artillery at attack planes. Wala din sila tropa na malakas sa paligid.

Pero dahil naitsepwera ang AFP ay natali ang kamay ng AFP.

Then again, alam ni DefSec Voltaire Gazmin ang operation.

Ang nakita kong lapses lang dito ay hindi nakabuo ng maayos na command center ang operation. Dapat nanduon sa war room si DefSec Gazmin, Gen. Catapang, kasama ni Purisima at ni SAF Commander.

Tapos ay naka-ready ang artillery at air force pero tsaka lang ibibigay ang detalye kung kailangan na.

Tapos dapat ay pinalakad yung AW109 na may FLIR or Scout Sniper teams (may dalang NV scopes) para magsilbing mata ng Command Center habang nagaganap ang action

..... para maski papalapit pa lang ang kalaban sa mga tropa (na outnumbered nga) ay pwede na isagawa ang air support at artillery fires.

At pagalawin na rin ang armor brigade para sasalubong sa tropa.


TAMA LANG NA HUWAG SABIHAN ANG MILF

Hindi ko sinasabing bawal ang ginawa nila kasi matagal ng hinahanap yang bombers na yan. Tama yung covert ops at tama na hindi sabihan ang MILF kasi may interes sila sa pamamalagi ng bombers sa lugar nila.

At hindi kailangan ng coordination kasi police operation yan laban sa high value target.

Kung ako din ang presidente ay i-risk ko yan peace deal na yan kasi hindi naman nakakatulong ang MILF sa paghanap sa bombers. Katunayan ay MILF pa ang hadlang sa paghanap sa kanila.

Ang masaklap ay marami na nabiktima ang bombers at alam natin na may kasunod pa. Kaya kailangan ng umaksiyon.


FINAL WORD

Tama lang ang ginawa ni PNoy pero nagkulang sa assessment. Kaya next time mas safe kung magtiwala kahit sa AFP Chief para masiguro ang buhay ng mga police forces na gagalaw.

Kailangan din na sabihan ang MILF peace team na huwag na huwag na silang makikialam kapag police operations yan. Othewise, pupulbusin ng AFP ang mga kampo nila.

PRESENSYA NI ‘MARWAN’ SA MINDANAO ALAM NG MILF

Alam umano ng Moro Islamic Liberation Front (MILF) ang presensya sa Mindanao ng teroristang si Zulkifli bin Hir alyas Marwan.

Ito ang sinabi ngayong araw ni dating MILF spokesman at ngayon ay Bangsamoro Transformation Council Vice Chairman Eid Kabalu.


Sa balitang inilabas ng Philippine Daily Inquirer base sa panayam ng DZIQ kay Kabalu ay sinabi nito na walang ibang dapat sisihin sa bakbakan sa Mamasapano, Maguindanao kundi ang MILF.

Ayon kay Kabalu, nilabag ng MILF ang Ad Hoc Joint Action Group (Ahjag), isang kasunduan sa pagitan nila at ng gobyerno ng Pilipinas.


Sa ilalim umano ng Ahjag, ay kailangang ipagbigay alam ng MILF sa gobyerno kung mayroon itong impormasyong ukol sa mga teroristang nanatili sa mga lugar na kontrolado nito.

Nakasaad umano sa kasunduan na hindi dapat pumayag ang MILF na maging kanlungan ng mga kriminal kasama na ang mga terorista ang kanilang mga teritoryo.

Aabot sa 44 miyembro ng PNP-Special Action Force (SAF) ang namatay habang 12 iba ang nasugatan matapos nitong makasagupa ang pinagsanib na pwersa ng MILF at Bangsamoro Islamic Freedom Fighter (BIFF) noong Linggo ng madaling araw.

Una ng sinabi ng MILF na isang misencounter ang naganap dahil hindi umano nakipag-ugnayan sa kanila ang PNP hinggil sa ilulunsad nitong operasyon sa kanilang teritoryo.

Sa kabila nito sinabi ni Kabalu na ang importante sa ngayon ay hindi makaapekto sa emosyon ng magkabilang panig ang nangyari at isulong ang pagpapatuloy ng peace process.

Giit pa ni Kabalu, ang mahalaga sa ngayon ay ang sinseridad ng magkabilang panig na isulong ang usapang pangkapayapaan.

Bago maganap ang bakbakan sa Mamasapano ay patuloy ng pinag-uusapan sa Kongreso ang panukalang batas na naglalayong bigyan ng sarili nilang gobyerno ang Bangsamoro sa ilalim ng Bangsamoro Basic Law.-DCRCR

MANILA (1st UPDATE) - President Benigno Aquino III on Wednesday cited lapses of the chief of the Philippine National Police-Special Action Force (PNP-SAF) in the deadly operation that was originally meant to arrest Jemaah Islamiyah (JI) bomb maker Zulkifli bin Hir alias Marwan.

In a televised speech on Wednesday night, Aquino said the operation against Marwan and another terrorist, Basit Usman, was an “actionable intelligence” signifying that security authorities needed to act immediately against the terrorists.

He said he was not informed of the specific operation that began on Saturday night, but that the SAF members had a job to serve the arrest warrants issued by the courts.

“’Sir, can I proceed with the mission?’ I don’t think I was asked that question… but if they will have to wait for me for their every action, then they will have to contend with other things occupying my attention,” he said.

Aquino said, however, he had consistently reminded authorities of the need for timely and adequate coordination in order to ensure that operations against any lawless elements will become successful.

“Hindi kalakihan ang pwersa ng SAF, mahalaga na nakaantabay ang military,” he said.

He said, however, that the chief of the SAF commandos only ensured “minimum compliance” with his order.

He said the military, as support for the SAF men, did not have enough time to position their arms and men for the operation.

At least 44 PNP-SAF commandos were killed and 19 other cops injured in the deadly "misencounter" with Muslim rebels.

SAF chief Police Director Getulio Napeñas Jr. was relieved of his post Tuesday.


WHO KNEW?

Aquino denied suspended PNP chief Alan Purisima had a hand in the operation against the 2 terrorists.

He said Purisima was “involved directly” until he was ordered suspended last December. He said, however, “after that, since [Purisima] was very knowledgeable about the whole thing, pinapaliwanag nya sa akin ang intricacies of the plan.”


Aquino explained that the intelligence information on the terrrorists determined the exact whereabouts of Marwan and Usman.

Aquino also said Executive Secretary Paquito Ochoa did not know about the weekend operation.

Interior and Local Government Secretary Mar Roxas and PNP acting chief Leonardo Espina were also kept out of the loop.


WHAT WENT BEFORE

Nonetheless, security forces knew what to do with “actionable intelligence” information, Aquino said.

“Kung hindi aaksiyunan ang kaalamang ito, maaaring makatakas sina Marwan at Usman, at kakailanganin na namang simulan ang mahabang proseso ng paghahanap sa kanila,” he said.


He said it was past 4 a.m. on Sunday that the SAF men entered the area where Marwan and Usman were allegedly hiding.

“Sa nangyaring engkuwentro, diumano’y napatay ang pangunahing target na si Marwan. Nang marinig ang putukan, nanlaban naman si Usman at ang kanyang mga kasamahan. May mga non-combatants na nakita sa mga tirahan nina Marwan at Usman; kinailangan talagang dikitan sila ng ating mga puwersa para maiwasang madamay ang inosente. Unang inatake ang bahay ni Marwan; rumesponde naman sina Usman at nawala ang element of surprise na siyang magpapahirap na matupad ang kanilang misyon. Kaya naman, minabuti ng SAF na umatras at makipag-rendezvous sa mga kasamahan nilang nagbabantay ng kanilang daraanan papalabas sa lugar ng engkuwentro,” he said.

It was when the men were withdrawing that they encountered Muslim rebels, resulting in a bloody end.

“Kung may compliance pong nangyari sa atas kong siguruhing may sapat na koordinasyon, parang sinagad po itong very minimum compliance. Nagulat nga po akong malaman na ang pinuno ng Western Mindanao Command, o maski ng 6th Infantry Division, ay tila naabisuhan lamang matapos ang unang engkuwentro laban kina Marwan at Usman; palabas na ang puwersa ng SAF, at nagkakaroon na ng problema sa puntong ito,” he said.


MILF's ROLE

Aquino said there is not enough basis to blame the Moro Islamic Liberation Front (MILF), noting that a board of inquiry has been specifically tasked to investigate the incident.

Asked if it was acceptable that a friendly force such as the MILF would shoot government forces in such a manner, Aquino said: “Wala po akong facts. Aakusahan ko ang isang grupo na walang tangang ebidensya.”

Some of the SAF men who died supposedly did not have their uniforms and firearms when they were found in an area supposedly controlled by the MILF.

Aquino believes the MILF will stick to its promise of helping realize the Bangsamoro peace pact.

“Inaasahan kong sa lalong madaling panahon, mas kongkretong patunay ng pakikiisa sa paghahabol ng kapayapaan ang ipapakita ng MILF, tungo sa paghahabol ng katotohanan, at sa pagpapanagot sa mga may kasalanan,” he said.

At the minimum, the MILF forces are expected to step aside when government soldiers are to implement their mission, he said.

“They should step aside to make the operations against Usman and anyone else who will shield him be less complicated,” he said.

He also expects the MILF to identify the people responsible for the carnage and help in recovering the firearms. “It would only be reasonable to expect this from them.”

Aquino said the campaign for the Bangsamoro government will continue.

He slammed some quarters who are supposedly using this incident to derail the peace process.

“Napakalayo na po ng ating narating tungo sa kapayapaang matagal na nating minimithi para sa Mindanao. Ibayong tiwala po ang ipinamalas ng lahat ng panig upang maabot ang puntong ito. Sa nangyaring insidente sa Mamasapano, mayroon na pong mga nagsasamantala ng trahedya para mabawasan ang tiwala; nais nilang mabigo ang proseso ng pangkapayapaan. Mayroon na nga rin pong nagmumungkahing itigil ang pagsulong ng Bangsamoro Basic Law sa Kamara at Senado,” he said.

Aquino declared Friday as a national day of mourning.
