How to Glue Tasca / Asuka Tracks?

What is the best glue for cementing Tasca / Asuka "rubber" tracks?  I tried to glue the T48 tracks in the M4A3(76)W kit and they wouldn't stick using Tamiya Cement (the thick glue in the orange bottle).  The glue seamed to evaporate and there was nothing left but a thin film I could scrape off with my fingernail.  I washed the tracks in Dawn before cementing.

I ordered a new set of T48 tracks from Asuka after I ruined my set trying to glue them with plastic glue.  Asuka included amended instructions in the package: 

Cement - assemble with instant adhesive (gel type recommended)
Paint - paint with lacquer paint (don't use enamels)
Undercoat - primer is recommended (thin layer of lacquer primer)
