Attaching PE w/ Mr.Surfacer+Tamiya Cement?

I've read about this, but was wondering if someone could describe the technique

Shon,I have attached photo etch parts with Tamiya extra thin liquid cement with excellent results.I position the part where I want it then apply the cement.Since it is so thin it moves by capillary motion around the part also the cement is pretty "hot" so it melts the top surface of the plastic and the melted plastic bonds with the photo etched part.I do know some other folks use Mr.Surfacer in conjunction with the Tamiya cement but I've not tried it.
I have even attached M4 periscope gaurds with the stuff and after weathering and drybrushing they are still there.
