Question about Levitate & Boitic Kinesis

Hello there.

I'd like to ask if Levitate can be used in any way without having to "fall" from somewhere. I mean, can I, while being on the ground, levitate fowards or upwards at all? Or is it strictly restricted for when I'm already falling from somewhere?

In a similar fashion, I'd like to ask if I can move myself (my own body) using the Biotic Kinesis specialization. Also, could I move another willing person? I guess I can't move unwilling targets, is that right?

Regarding Levitate, you have to be falling, yes.
As for Biotic Kinesis, though it mentions objects, you could use it to move a willing creature, sure, as long as the creature's weight and carried weight doesn't exceed the power's limit. Unwilling can't be moved through this power.
