Clarification on Warfare Rules

Hello, once again!

I've been digging through the books and I'm about to bring in a small-scale battle (relatively) into the campaign. And I'm a little confused, I have to admit. 

-Why is Power Score better when it's lower? What does it affect, or what is it exactly?
-What modifiers affect Warfare Combat rolls, does such things as BAB count?

I'm sure I'll probably have more questions as I read through this more.... But those were the immediate questions I had, as well as the ones I couldn't find the answer to.

The warfare sections are indeed a large wall of text, its natural to get a bit confused when reading them for the first time ;)

For the first question:
"To make a successful Hit, the group rolls a d20, adds any relevant modifiers and if the final result is equal or higher than the group’s Power Score, then a successful Hit is delivered to the enemy." pag 334, top of the right column.
So the lower the Power Score, the higher the chance of getting a 'hit'

Second question:
For ground warfare, the modifiers applied are those described in Situation and Geographic Bonuses section, page 335, which are applied to all characters and NPCS. Player related modifiers are described in Special Units, on pag 341
BAB is not added, instead it counts levels in a given class.

So correct me if I'm wrong, then. If the Tanks have a power score of 6, and they do their warfare combat rolls against some infantry with a power score of 18. To get a hit it has to equal 6 or higher?

Again correct me if I'm wrong, if the units are level 5, then they would get +5 plus any additional terrian or player actions, if applicable?

In the first example, of the tank, you are correct. The tank gets a hit if it rolls 6 or higher.

In the other example, you gain the bonus based on level as indicated in the Special Units section. It is not a bonus equal to level, rather a bonus depending on the level of the class. It is described there and it is a large list with all classes included so I can't post them all here.
