This is kinda related to Andrei's question about "comprador" v.s. "national" bourgeoisies. What exactly is the difference between "neocolonial" and "semicolonial" countries? I've always used the terms interchangeably, but there IS supposed to be a distinction, right? There are numerous references throughout the RIM Declaration to "semi (or neo) colonial countries" which seem to indicate a distinction...
