A Muslim convert who targeted members of the public as part of a campaign for a sharia state in Britain has been given a groundbreaking asbo, police have said.

Jordan Horner, 20, from northeast London has been ordered to stop preaching in public, in a legal first.

He had taken part in vigilante patrols and street protests promoting extreme versions of Islam in the city's East End.

He is also thought to have distributed leaflets and posters advertising a "sharia controlled zone" in Waltham Forest, the Metropolitan police said.

Horner appeared at the Old Bailey on Friday, where a series of restrictions were imposed.

Among these was an order not to meet with Anjem Choudary, Royal Barnes, Ricardo McFarlane or Dean Le Page "except for peaceful worship inside a mosque or other Islamic cultural centre".
[Why not Trevor Brooks as well? Hmm]

Barnes, 23, of Hackney, east London, this week pleaded guilty to posting videos on YouTube glorifying the horrific killing of Fusilier Lee Rigby in May last year.

Barnes and his wife, Rebekah Dawson, 22, recorded and uploaded three videos shortly after the murder in Woolwich, south London.

In one of the videos posted through his Musa Real Talks account, Barnes hailed the murder as a "brilliant day".

In a followup, he mocked the outpouring of public grief, laughing uncontrollably as he drove past floral tributes.

He admitted three counts of disseminating a terrorist publication and one of inciting murder during a hearing at the Old Bailey. He is currently awaiting sentence.

He was also told he must not be in possession of a loudhailer in public or enter any educational establishment, unless he is a student there.

As well as being forbidden to preach and hand out leaflets in support of sharia law, Horner was banned from defacing public adverts.

The Met said: "Waltham Forest is one of London's most culturally diverse boroughs with almost half of its 235,000 residents being of a minority ethnic origin and from a multitude of religious backgrounds.

"Discrimination and persecution based on a person's cultural or religious background is something the police or council will not tolerate.

Chief Superintendent Mark Collins – Waltham Forest borough's commander – said: "The granting of an asbo against Jordan Horner sends a clear message that extremist behaviour will not be tolerated on our streets."

The asbo will run for five years and be in effect throughout London.

Man in court on anti-terror charges
Updated on the 27 September  2014  23:50

Published 27/09/2014 06:47

A man faces trial over allegations that he breached anti-terrorism requirements by not telling police that he had changed his address.

Trevor Brooks, 39, who is also known as Abu Izzadeen, appeared at Westminster Magistrates' Court today charged with two counts of breaching his notification requirement.

Brooks, whose address was given to the court as Fletching Road, Clapton, east London, was arrested on Thursday along with eight others who were held as part of an investigation into alleged support of the banned extremist group al-Muhajiroun.

Among them was radical preacher Anjem Choudary, who told the Press Association his arrest had been "politically motivated".

In court today, Brooks denied the charges of failing to comply with a notification address and notifying false information to the police in purported compliance with a notification requirement.

Deputy Senior District Judge Emma Arbuthnot ordered him to appear at the Central Criminal Court on October 3 and remanded him in custody.

The eight other men, who have been bailed until January, are aged between 22 and 51.

BROOKS: PREACHER TO STAND TRIAL

CENTRAL LONDON

A British Islamic preacher will stand trial in March for lying to police about where he lives. Omar Brooks, also known as Abu Izzadeen, is accused of breaching notification requirements made under the Counter-terrorism Act 2008. He allegedly failed to tell the police of his current address in July this year and then gave false information to officers. Brooks appeared at the Old Bailey today via videolink for a preliminary hearing

The trial will take place on 23 March 2015 at Kingston Crown Court and is expected to last three to five days.

Brooks, who has no permanent address, is charged with two counts of failing to comply with notification requirements under Section 54 of the Counter-terrorism Act 2008, namely that between 6 to 9 July 2014 failed to notify police of a change of address and on 16 July 2014 provided false information in complying with a notification of a change of address.

He was arrested last week and was remanded in custody.

A plea and case management hearing will take place in January 2015, a date has not been set.

London attack: Who was Khalid Masood?
Dominic Casciani
Home affairs correspondent

The man police say was responsible for the Westminster attack has been formally identified as 52-year-old Khalid Masood.
Police say he was born as Adrian Russell Ajao. He was born in Kent and most recently lived in the West Midlands.
Masood, who was a father of three, is also believed to have lived at various times in Crawley, West Sussex, and Rye and Eastbourne, both in East Sussex, as well as Luton and east London.
The Metropolitan Police says he was also known by a number of aliases.
One is Adrian Elms.

Previous convictions
The BBC believes that Masood hired the car used in the attack earlier this week from the Spring Hill branch of Enterprise in north Birmingham.
He described his profession as a "teacher" - although the BBC has been able to confirm that he never worked as a qualified teacher in English state schools.
Within an hour of hiring the Hyundai, he is thought to have contacted the company to say he no longer needed the car.
What happened next is completely unclear - until he drove across Westminster Bridge, ploughing into pedestrians on the pavement.
"Masood was not the subject of any current investigations and there was no prior intelligence about his intent to mount a terrorist attack," Scotland Yard said.
"However, he was known to police and has a range of previous convictions for assaults, including grievous bodily harm, possession of offensive weapons and public order offences."
Masood's first conviction came when he was 19 years old, in November 1983, for criminal damage.
His last conviction was in December 2003 for possession of a knife.
He had never been convicted of a terrorism offence.
In her statement to MPs, the prime minister said that the attacker was British-born and that "some years ago" he was "once investigated in relation to concerns about violent extremism".
She went on: "He was a peripheral figure. The case is historic - he was not part of the current intelligence picture. There was no prior intelligence of his intent - or of the plot."

Petty criminality
We don't know at this stage what that particular investigation was and how he was connected to it.
Here are just some of the possibilities of what that could mean:
He was an associate or friend of a main suspect who was being monitored in some form - but turned out, at the time, to not apparently have any extremist leanings
He could have been closer to an inner circle of aspiring extremists - but he personally was not considered to be a risk and so the operation was focused on others
There could have been more concerning intelligence about his ideology and intent - but there was nothing that could make a criminal charge - and in time he was discounted as a serious threat
He could, at the highest end, have been arrested in the past as part of an operation and later released without charge.
His last conviction came when he was 38 or 39. In general terms, that's quite late on in life for your average angry young man stuck in a world of petty criminality, violence and robbing.

Possession of a knife can cover a multitude of criminal intentions - from going equipped to commit a burglary or assault or, as some people claim, "self defence".
Did he go straight because, like many criminals, he had started a family and settled down? Or was there something deeper in his personality driving that violence - and the possibility that he would return to it?
And that raises the final question: what was the trigger for this attack?

Browsing this thread earlier I came across a link to a very old blog post about the time when Trevor Brooks popped up at the 'secret location' of a high security lecture to Muslims by Herr Dr John Reid in East London: If links back to UK or US sources are revealed

Linked from the comments was an article on the The New Statesman by Darcus Howe for which the link is broken. Thankfully the WayBack Machine had a copy:
John Reid's dirty little one-act play
Darcus Howe
Published 09 October 2006

My Pakistani neighbours and I stuttered in disbelief, laughed uproariously, shouted in anger and fell into mental paralysis as Home Secretary John Reid and Abu Izzadeen performed a dramatic one-act play on Sky News. It was a few days before I was due to leave London for my holiday in Morocco, and I had visited next door seeking tips and guidelines for how to behave in an Islamic country during the month of Ramadan. There was no warning of what was about to take place on television.

A long shot introduced Abu Izzadeen, who has become a household personality by commending the 7/7 suicide bombers. He was ambling along the path to the entrance of the Forest Gate Community Centre, sporting a lily-white djellaba. Knotted at the nape of his neck was a white veil, with yards of cloth draping over his broad shoulders.

His son wore the identical garb without the veil, and hurried alongside his father who flipped and flopped in his sandals up the steps and through the front door.

John Reid was at the podium, stage right, suitably relaxed and seemingly fit for purpose. He bruised and battered his way through his speech to grannies and grandpas from the Pakistani community. (Their sons were at work.) He warned them about the consequences of terror and its evil effects in this green and pleasant land.

Like all Stalinists, Reid presumed that, as the commissar for security in the central committee of the politburo, he was all-knowing and his audience backward and ignorant. The elderly people present seemed puzzled. They thought, perhaps, that Reid had come with a grovelling apology for the brutal performance of his uniformed officers who had fired a bullet, busted a head and slapped an innocent woman around.

Not a word of this emerged from the lips of the commissar. He solemnly warned his audience that in their midst are those who seduce their grandsons into committing suicide bombings in which innocent civilians are murdered.

Enter Abu Izzadeen on cue. The big man of Islam was centre stage now, misbehaving, raving and ranting: Blair is a murderer, John Reid is just about the same. They were killing Muslims all over the world. How dare you, he shouted at the elderly Muslim throng, invite this man here in our Islamic community - and he pointed his index finger at the Home Secretary. (His son by this time had disappeared from view.)

Reid managed an impish smile, his mission accomplished. Abu Izzadeen had performed his part, almost effortlessly illustrating Reid's description of the seducers of so many Asian youth
.

What angered my Pakistani hosts was that Reid knew nothing about the intense discussions that go on in their homes, small groups meeting in each other's houses to debate the political line offered them by al-Qaeda. Parents follow every move their sons make, lest they drift from legitimate dissent against the war in Iraq and Afghanistan into cauldrons of hate. They felt insulted and unrepresented.

I tried to calm them: it was only a stunt, a cynical preamble to Reid's bid for the Labour Party leadership at the upcoming conference. And Abu Izzadeen, they agreed, was way off-beam, a showman full of sound and fury, signifying nothing. All the young men there had visited his meetings once or twice, but his message had fallen on stony ground.

Off went Abu Izzadeen to the BBC the following morning, calling for sharia law in the Islamic state of Britain. And Reid? He played on cue at the Labour party conference. No no-go areas, he shouted from the platform. We will go where we please, he declaimed, as he laid down the law to Abu Izzadeen and any others who questioned his presence in their midst.

As it turned out, the Sky News clash was staged by Reid and his cohorts at the Home Office. They organised the meeting, Abu Izzadeen was invited in advance - his performance guaranteed - and the press was alerted to film and report the confrontation.

John Reid is not fit for purpose.
It's hard to believe that any news organisation would directly name someone like Abu Trevor Izzadeen Brooks in connection with recent events without having done some sort of checking of the authenticity of the claim. Yet Channel 4 News still aired the claim at a time when all other news sources were saying (or knew) nothing about the alleged identity of the attacker.
