Personality:
Kaido, or simply Kai to his close associates, is a man forced to wear many masks to properly operate the grand scheme he has laid out to accomplish. Before the many tragedies that have led him to his current path, he was a cheerful and determined young man. Today that determination lives on but channeled in a much more sinister way.

Kai has become almost singular in his devotion towards the research plan he settled on after betraying and leaving Foundation X. However, while he accepts that his primary goal of reviving his younger sister Asuka is a self-serving action, he truly believes that the Necro-Over Project can be refined via Gaia Memory technology and developed from a cut-rate Super Soldier serum into any number of medical advances that could help the world.

In a sense, he has become a firm believer in the notion that the end justifies the means and thus excuses any actions he must take by recalling the ultimate goal of his ambitions. While cold-hearted and determined, he does possess a sense of kinship towards those he considers allies and will rarely abandon a comrade.

As Ryuji, his day to day cover working as a Coroner for the Kaneshima Police Department, he appears to be a cool, confident, easy-going man whose lighthearted attitude hides a sharp intellect and cunning nature. Always inquisitive, he freely uses open musing and even sometimes deceit if it can help steer a detective he is working with in the right direction. In a sense, though a false persona he puts forward, it contains many of the traits he once held before his experiences with Foundation X. Incidentally, he eagerly and freely assists the department in their investigations so long as they don't involve his own hidden activities.

As the Gaia Memory Dealer, Kai puts forth a brash and overconfident attitude. Because Gaia Memories tend to properly work with specific individuals, a forward personality typically assists with making the "sell" of the product he has to offer. He tends to speak very cryptically and questions potential users to create a greater air of mystery and draw in their interest. He is never so pushy as to arouse widespread notice. If a potential compatible user seems to be a lost cause, he will coolly excuse himself and make a quick exit from the area rather than risk causing a scene and drawing more concentrated attention to himself.

Finally, as Kamen Rider Eternal he channels his rage from the fallout at Foundation X. In battle, he tends to act in a very savage manner using any trick or advantage that appears with little concern for any sort of honor code. His wild fighting style is further complemented by a complete lack of any sort of fear for his own death. This stems primarily from a side-effect of the Necro-Over serum.

However, when students are involved, he does seem to have some reluctance to go all out against them as he is reminded of Asuka. He also seems to carry a deep-seated grudge against other Riders or similarly masked heroes, viewing them as hypocrites espousing about peace and justice even while they wield weapons of such immense power. As such, he may sometimes deviate from his own plans if only to engage such an opponent in combat to try and take them down a few pegs.

Finally, his deep-seated anger against Foundation X can sometimes guide him into making quite out of character decisions. If it meant hurting or setting back Foundation X, or even an organization or individual with similar plans or outlooks, Kai would gladly ally himself temporarily with anyone to accomplish such a feat; setting aside both his pride and even his grudge against other Riders.

History:
"What would you pay to save a loved one? Everything and everyone has a price..."

Kaido Sakamoto's life is one that has been guided by tragedy. In a sense, it is not unique from many others and yet the path of his decision making in response to such adversity has led him down a much different path than most. He boasted a simple uneventful childhood void of remarkable incidents. Even as a young child Kai seemed gifted with intelligence and took well to his studies in school.

However, the first change that he experienced came during high school. While his parents were away on a business trip and he was diligently watching over his younger sister Asuka, tragedy struck. During the parents' return trip the plane was involved in a freak accident causing a crash that left no survivors. Despite stricken with grief, Kai knew he had to be strong for Asuka. While they had help from close family friends, in general Kai took it upon himself to look out for Asuka even going so far as to squeezing a part-time job in among his school life to help out.

In perhaps a model and admirable way, Kai used this loss to further his drive for education ultimately graduating with top honors and proceeding through both college and ultimately medical school. He had hoped to both provide for his only remaining family in this world, as well as be a sort of inspiration for Asuka who still struggled with the loss of their parents. When all was said and done, he could have easily begun work anywhere in the world that he desired as a top surgeon.

However, upon graduation a certain offer was made by a researcher claiming to work for Foundation X. Curiously, Kai could find little public information about such a company. A subsequent interview revealed the reality to him. While their focus was on research and development across a variety of fields, they were at worst a criminal organization or at best arms dealers. Despite this, the offer was even greater that what he might make as a world-class surgeon and he was reassured that he would be working in their bio-medical division and not be involved with any sort of weapons manufacturing.

Wanting to give Asuka the best shot in life possible, and aware she was about to start high school herself, Kai accepted the deal and became a scientist working for Foundation X. The department he was placed in was primarily focused on researching two different programs; each one spearheaded by a different figurehead.

The first was Project NEVER, which appeared to be about creating a medical serum that could treat incurable diseases and mortal wounds. The second was to study a unique device known as a Gaia Memory that had been supplied by an affiliated organization. These USB-like devices were purported to each contain a fragment of the Earth's collective knowledge of a certain area and, if fully understood, could lead to a wide array of developments.

Kai was a diligent researcher and for a time his life seemed to be going well. Asuka was thriving once more in her own life seeming to finally push past the depression that had clouded much of her life. Deep down, Kai knew that much of Foundation X's activities were probably quite illegal but it was an inconvenient truth that he was rarely directly forced to face. This all came to a head, however, during Asuka's second year of high school. While the Gaia Memory project had taken off by leaps and bounds, Project NEVER was becoming increasingly stalled through various complications.

After a meeting of various directors, it was determined that Project NEVER would be canceled, its lead designer demoted and the production staff re-aligned to support the work with the Gaia Memories. While it made no difference to Kai as work was work, the lead designer was devastated and pleaded for one final chance to show a jump in results. Though granted the opportunity, Kai tried talking the disheveled man out of going forward with anything because rash decision making might cause an accident. The lead designer seemed insulted by Kai's lack of zeal for his brainchild.

But he had little time to feel concern over what amounted, to him, as little more than office affairs. A high-speed chase involving a rather brutal robbery/murder had gotten out of hand that very day. And it appeared to be very unfortunate luck that his own younger sister, Asuka, happened to wind up caught in the crossfire and ultimately gunned down by one of the criminals. Kai was completely devastated; even more so that she had passed away without his knowledge or even the chance to see her again.

In his despair, he was approached roughly a week later by the lead designer on Project NEVER. Stating that he had a new blend of the serum that he was confident could actually bring the subject back to life. With Foundation X's connections it would be all too easy to secure Asuka's body and administer the serum. At worst, nothing would change but at best this random tragedy could be reversed. Blind to his own reason, Kai agreed without a second thought on the matter. But it was not meant to be.

Late into the night well beyond the normal working staff wrapping up for the day, the duo worked on preparing for the task they had set before them. However, when all was said and done the Necro-Over serum produced no results. As Kai sank back into despair once more the lead designer lamented his own situation as well stating that it was likely the case that the body was not fresh enough and that he should have orchestrated the next step sooner after the initial arrangement.

Catching on to this suggestion, Kai angrily questioned the researcher only to have his sinister plan revealed. After Kai's questioning of the project, he had orchestrated Asuka's death solely to use her as the first human test subject. The researcher added that Kai should have expected no less because to Foundation X every person in the building and, likewise, their assets, relatives or loved ones were all expendable in the pursuit of their goals.

Had the serum not been flawed in such a way, none of this would have been a problem. Furthermore, he revealed the true nature of Project NEVER which was to create a serum that would convert dead or dying soldiers into super-powered individuals that would be very hard to kill or at best immortal. In a sense, a super-soldier serum for creating the ultimate army that Foundation X could vend to those willing to pay. Realizing Kai's softhearted nature, he had been deceived about the project's end goal from the start.

Realizing the insanity of the man's logic, Kai flew into a blind rage and an all out brawl happened about the laboratory. In time flasks of various volatile chemicals had been broken and soon the entire area was engulfed in flames and explosions waiting to happen. As the lead researcher obtained the upper hand, he made a break for it only to be crushed amid rubble from a sudden explosion. This unfortunately also caused debris to fall on Kai's own legs leaving him trapped to await death. Noticing another syringe containing the Necro-Over serum had fallen on the ground near his grasp, and with nothing else to live for, Kai gave in to madness as the flames grew stronger; injecting himself with the serum.

To his surprise, the lead designer's theory had been correct as for Kai, who was teetering on the edge of death, a remarkable change occurred. Abandoning his humanity, Kai became the first successful Necro-Over. Using his newfound strength he was able to break out from amid the rubble, heft Asuka's body over his shoulder and make an escape. Along the way, many Foundation X security force members attempted to detain him, but they were all overpowered. In his escape, he also raised the lab for the Gaia Memory project stealing both the Eternal Memory, one of the prototype Lost Drivers as well as all the project files and research. Without their data the project would become scrapped or at worst have to restart from scratch.

Though Foundation X's base of operations ultimately got the fires under control and the building secure, Kai had slipped off in the chaos. Acting quickly, Kai liquidated all of his assets and essentially vanished from Japan. He had Asuka's body safely stored and cryogenically frozen in a location known only to him. Though he had lost everything, a new direction had been shown to him. The Necro-Over serum had changed his very being. He was now dead and yet he lived and walked about freely as any normal living human being would. He was also much stronger now, a quality that could certainly be abused as Foundation X planned to.

But Foundation X had been right to scrap the project in favor of the Gaia Memories. With their infinite potential, they stood a far greater chance of achieving anything that Project NEVER was shooting for. And thus, Kai had a goal in mind. By completing the research on the Gaia Memories, he could use their potential to modify Project NEVER and create a perfected serum. One free from the super-soldier implications. One that could cure all disease, mend grievous wounds and even reverse death. In that way, he could not only save and be reunited with Asuka but he could also make the single greatest medical contribution the world would ever know. It would be an end to death and an end to senseless tragedies.

And thus, across the next year or two, Kai traveled the world using the Lost Driver and Eternal Memory to become Kamen Rider Eternal. He sold his services as a mercenary throughout conflicted and war-torn regions all the while building up both funds and connections across the globe; as well as gaining several comrades to his cause. During this time, he finalized the Foundation's research on what they had dubbed Type-Two Gaia Memories; superior versions to the original and perhaps the key to Kai's own plan.

Utilizing the various secure connections he had made, Kai produced both a perfected T2 Eternal Memory as well as a full run of the 26 planned Proto-T2 Memories; the latter designed strictly for the use of testing and gathering data to complete the project. With these elements secured, the next phase could begin. This phase involved field testing the Proto-T2 Memories and gathering data to perfect their design. Once perfected, they could be used in concert to refine the Necro-Over serum to the specifications Kai had desired.

Wishing to be closer to home, Kai ultimately settled on Kaneshima as his target location for the field testing. It was located in Japan, but was not connected to the mainland and was primarily beyond the direct scope of Foundation X's radar. Though he planned to deal with and wipe that group out in due time, he felt it was best to stray from their notice for the time being. Utilizing the wealth and connections at his disposal, Kai pursued two paths towards realizing the live field test.

First, he used some of Foundation X's own design plans for Memory Gadgets, which were intended to create useful basic technology stemmed from the Gaia Memory research, to create a multi-purpose set of sunglasses. These, when worn, would grant him a level of anonymity and security from being recognized and thus able to use a false persona to get the Proto-T2 Memories into the hands of compatible users such that data could actually be gathered.

Second, well aware he could not spend his entire time holed up in a hidden location and constantly changing such a location any time detection was near, Kai decided upon the best method of hiding from both Foundation X and any curious authorities would be to hide in plain sight. Forging records to hide his time with Foundation X but leave his other accomplishments intact and leaving a confusing paper trail should one ever attempt to dig back, he was able to get himself hired on as a Coroner working for the Kaneshima Police Department under the pseudonym Ryuji Takahara.

As Ryuji, Kai has a public face allowing him to interact freely apart from his machinations. Much like he has always taken to his work, he is a diligent and hard working in his task; even going so far as to assist with forensics and even in the field investigations given his extremely skilled background. This also has the added bonus of giving him direct insight into the focus of the police and likewise and easy in where he can subtly derail their investigations regarding the activity of Eternal and the Dopants.

Kai has placed himself in a dangerously precarious position, but he would have it no other way. Confident and resolute in the path he has chosen as Kai, Ryuji and Kamen Rider Eternal he unites the actions of all three persona towards the endgame he desires. A life filled with tragedy has driven him towards this singular vision. At any cost, he will find the path towards reviving Asuka and ultimately creating something that will prevent such tragedies from ever impacting the lives of others ever again.

Powers and Abilities:

Necro-Overs are humans who were brought back from the dead and turned into super soldiers whose physical capabilities in all areas surpass the average human and stand on par with some Dopants or similar Kaijin, as well being harder to injure and kill.

However, they require regular injections of bio-stimulants to keep their bodies from breaking down. The research on these super soldiers was formed by a collaboration between Foundation X and various other independent organizations that they regularly associate with.

Necro-Overs are technically dead, evident as their bodies feel cold instead of warm, and usually crippling physical damages, like broken bones, don't tend to very heavily impair their movements. However, enough force could still destroy one's body bringing about a second and final end. Unimpeded by either pain or injuries, Necro-Overs by design make the perfect baseline for an army of powerful super-human soldiers; the intended end goal from the project's inception.

Personality changes seem to also occur over time, most notably the loss of empathy and the lack of a fear of death, as well as a gradual loss of memories from when they were alive. Kai has been lucky to so far to avoid any of the memory loss, but this sad fact is, unfortunately, an inevitability.

Through the Lost Driver and the T2 Eternal Memory, Kai transforms into Kamen Rider Eternal. As with any Kamen Rider, this transformation offers increased strength, durability and agility. This coupled on top of his already enhanced ability due to being a Necro-Over makes Kai quite the formidable combatant.

Eternal is also adorned with a black "Eternal Robe" cape after transformation. The Eternal Robe is surprisingly durable even beyond a Rider's basic armored state and is capable of being used as a shield of sorts to guard against attacks. This form also equips him with the Eternal Edge, a razor-sharp combat knife made from similar materials as his rider armor and possessing a Maximum Slot capable of being loaded with a Memory to initiate a Maximum Drive finisher.

His catchphrase is "Now, enjoy Hell!" reflecting his days spent traveling the world as a for-hire mercenary. Eternal's mask slightly resembles a horned owl and an infinity symbol. His primary Motifs are the letter E and a military commando. When attacking with his bare fists or performing kicks, blue flame-like energy engulfs and trails off from his strikes. However, this is not actual fire and does not burn the individual. Instead, it is merely the immense overflowing energy of the T2 Eternal Memory being burned off in action.

In addition to the Maximum Slots on the Lost Driver and the Eternal Edge, Eternal has a series of Maximum Slots on belts around his chest, right arm, and left leg, for a total of 26; one for every planned T2 Gaia Memory. These additional slots allow Eternal to use additional T2 Gaia Memories, once developed, perfected and obtained, to supplant his base form with additional abilities drawn from each Memory's unique power. Currently, he has none that he may utilize.

Maximum Drive
Eternal: When the Eternal Memory is placed in the belt's Memory Slot, it initiates the Eternal Requiem Maximum Drive. This creates a wave of energy capable of stunning all opponents within a short burst range. Its effect upon a target is dependent heavily upon each individual's own willpower. A strong willed individual may only find themselves pushed back as if by a powerful wind, slightly disoriented or knocked off their feet. One more weak-willed may find themselves stuck in place momentarily as if stunned with fear.

To conduct the research required for Kai's ambition, live field testing and data collection of T2 Gaia Memories is required. While not perfected, a full batch of Proto-T2's were created that are fully capable of transforming a compatible individual into a Dopant but would burn out into complete ruin if used in a Memory Driver.

Masquerading as an unknown individual merely referred to as the Gaia Memory Dealer (or Mr. Dealer/Dealer-san), Kai seeks out compatible users and offers or tempts them with its use. His identity remains a well-kept secret by the grace of the sunglasses he dons while acting in this persona. Designed with similar technology as the work that goes into the Pseudo-Memory gadgets, these custom sunglasses boast a variety of features to ensure his anonymity from all but the most prying of eyes.

First, it masks the wearer's voice from recognition and likewise clouds one's vision of the user's face making sure any attempt to place their visage will fail. Furthermore, it also interferes with various technological means of surveillance causing audio recordings of his voice to become too muffled to be viable or photos/videos to get blurry around his face. All of this, naturally, only accounts for regular and technological means. A concerted magical effort could likely work past such barriers if executed correctly.

All this is done in the hope that a target will accept and thus utilize the Proto-T2 Memory becoming a Dopant; allowing him to gather data from its usage. The data gathered from such operations will go towards ultimately developing the finalized and perfected run of T2 Gaia Memories.

In short, this "power" exists as a nebulous representation of the ability to create the sort of Monster-of-the-Week NPC's the Kamen Rider franchise is famed for. The goal therein is to allow for interesting threads and incidents while giving heroic PC's a chance to shine. The following stipulations apply to fairly adjudicate their use:

-Dopants exist as a means for easily repeatable conflict as well as a vehicle for telling any number of stand-alone stories. As NPC set-pieces they can never steamroll PC's or otherwise repeatedly overshadow their efforts. While some may present a considerable challenge, they must always be played to their role as re-occurring Monster-of-the-Week style encounters.

-Dopants may only freely appear in threads created with the tag [NEVER] in the title.

-Dopants may only appear in OPEN or TAGGED threads by the expressed consent or request of the thread/plot runner.

-Dopants appear in two varieties. First, Mooks (via the T2 Masquerade Memory) that can appear in larger numbers but follow the general rules for Mook NPC's; wherein a PC can freely auto-hit and defeat them within their own post. The second, Monster-of-the-Week style Dopants made from any of the numerous T2 Gaia Memories. Eternal may only have 1 active MOTW-Dopant in a thread with no exception.

-If a PC were to pursue a direction in their story that involved obtaining a T2 Memory from the Dealer, its use would be bound similarly to the general rules. Meaning, it can only freely be used in threads tagged with [NEVER] and likewise only used elsewhere with the complete consent of the thread/plot runner. Furthermore, for both story and balance purposes, as a Dopant the PC would have access only to the abilities of said Dopant and none of their own until the transformation is ended.

The Lost Driver is a Second Generation Memory Driver and its design is the same as the Double Driver except it has only one Memory Slot to insert a Gaia Memory. In essence, the design is the first successful prototype Memory Driver to avoid the corrupting side-effects of using Gaia Memories. In a sense, it was the stepping stone along the way towards the perfected Double Driver.

The Memory Drivers, in general, are a series of transformation belts that filter the raw power of Gaia Memories. Those who transform without the use of a Memory Driver but through the use of Living Connector would eventually be driven insane. Those who use Memories with no Living Connector would be severely injured at the site of entry if there is no Living Connector present.

A Gaia Memory is a mysterious device resembling a USB flash drive that contains all of the Earth's knowledge of what it represents. This enables its user to become a Dopant, or in some special cases (with the use of a Memory Driver) a Kamen Rider. Every Gaia Memory is adorned with the first letter of its name, stylized to reflect the powers it imbues on its user.

The T2 (Type Two) Gaia Memories are next generation Gaia Memories designed by Foundation X, and produced by Kaido, based on the Gaia Memories provided by associates for study. They are capable of transforming someone into a Dopant without a living connector and not cause the side effects of doing so as their predecessors did.

The users could also utilize a T2 Gaia Memory to transform into a Kamen Rider via a Lost Driver. T2 Gaia Memories also seem to have a level of their own sentience, realized by attracting themselves to or influencing an ideal host to utilize its power. This doesn't seem to make the Memories limited to one person with a high compatibility as with the original model. An added side-effect of this low-level sentience is that Kaido can recall a T2 Memory to float back to his grasp so long as it is currently inactive and within sight.

Unlike the original Gaia Memories, T2 Gaia Memories cannot seem to be destroyed even after the User is soundly defeated; instead, they remain on to be recovered and re-used once more in the future.

There are 26 planned T2 Gaia Memories, one for each letter of the alphabet.

The T2 Eternal Memory is a perfected version of the original Eternal Memory that Kai had stolen from Foundation X. Utilizing it alongside a Lost Driver, he is capable of transforming into Kamen Rider Eternal. By sticking the Memory into a Maximum Slot on either the Lost Driver's belt or his Eternal Edge, he is capable of unleashing a Maximum Drive finisher.

The Eternal Edge is Eternal's primary combat knife that is summoned through the powers of the Eternal Memory.

Eternal: With the Eternal Memory, it can initiate the Bloody Hell Blade Maximum Drive, where a glowing blue sword beam is released from the weapon.

A large steel briefcase containing the full 26 run of Proto-T2 Gaia Memories that Kai has had produced through various manufacturing connections. This is usually carefully stored at his home and only carried about when acting in his persona as the Gaia Memory Dealer. The briefcase is secured with a bio-lock that is coded to his own fingerprints.

That third power slot is a little complex. Open to tweaking it around as needed, if it can work. If not, I'll likely just edit it to be a second T2 Memory for Eternal and work the Dopant stuff exclusively as Personal Plot only. So no hard feelings if the hammer must fall against it~

A strong willed individual may only find themselves pushed back as if by a powerful wind, slightly disoriented or knocked off their feet. One more weak-willed may find themselves stuck in place momentarily as if stunned with fear.

To conduct the research required for Kai's ambition, live field testing and data collection of T2 Gaia Memories is required. While not perfected, a full batch of Proto-T2's were created that are fully capable of transforming a compatible individual into a Dopant but would burn out into complete ruin if used in a Memory Driver.

Masquerading as an unknown individual merely referred to as the Gaia Memory Dealer (or Mr. Dealer/Dealer-san), Kai seeks out compatible users and offers or tempts them with its use. His identity remains a well-kept secret by the grace of the sunglasses he dons while acting in this persona. Designed with similar technology as the work that goes into the Pseudo-Memory gadgets, these custom sunglasses boast a variety of features to ensure his anonymity from all but the most prying of eyes.

First, it masks the wearer's voice from recognition and likewise clouds one's vision of the user's face making sure any attempt to place their visage will fail. Furthermore, it also interferes with various technological means of surveillance causing audio recordings of his voice to become too muffled to be viable or photos/videos to get blurry around his face. All of this, naturally, only accounts for regular and technological means. A concerted magical effort could likely work past such barriers if executed correctly.

All this is done in the hope that a target will accept and thus utilize the Proto-T2 Memory becoming a Dopant; allowing him to gather data from its usage. The data gathered from such operations will go towards ultimately developing the finalized and perfected run of T2 Gaia Memories.

In short, this "power" exists as a nebulous representation of the ability to create the sort of Monster-of-the-Week NPC's the Kamen Rider franchise is famed for. The goal therein is to allow for interesting threads and incidents while giving heroic PC's a chance to shine. The following stipulations apply to fairly adjudicate their use:

-Dopants exist as a means for easily repeatable conflict as well as a vehicle for telling any number of stand-alone stories. As NPC set-pieces they can never steamroll PC's or otherwise repeatedly overshadow their efforts. While some may present a considerable challenge, they must always be played to their role as re-occurring Monster-of-the-Week style encounters.

-Dopants may only freely appear in threads created with the tag [NEVER] in the title.

-Dopants may only appear in OPEN or TAGGED threads by the expressed consent or request of the thread/plot runner.

-Dopants appear in two varieties. First, Mooks (via the T2 Masquerade Memory) that can appear in larger numbers but follow the general rules for Mook NPC's; wherein a PC can freely auto-hit and defeat them within their own post. The second, Monster-of-the-Week style Dopants made from any of the numerous T2 Gaia Memories. Eternal may only have 1 active MOTW-Dopant in a thread with no exception.

-If a PC were to pursue a direction in their story that involved obtaining a T2 Memory from the Dealer, its use would be bound similarly to the general rules. Meaning, it can only freely be used in threads tagged with [NEVER] and likewise only used elsewhere with the complete consent of the thread/plot runner. Furthermore, for both story and balance purposes, as a Dopant the PC would have access only to the abilities of said Dopant and none of their own until the transformation is ended.

The Lost Driver is a Second Generation Memory Driver and its design is the same as the Double Driver except it has only one Memory Slot to insert a Gaia Memory. In essence, the design is the first successful prototype Memory Driver to avoid the corrupting side-effects of using Gaia Memories. In a sense, it was the stepping stone along the way towards the perfected Double Driver.

The Memory Drivers, in general, are a series of transformation belts that filter the raw power of Gaia Memories. Those who transform without the use of a Memory Driver but through the use of Living Connector would eventually be driven insane. Those who use Memories with no Living Connector would be severely injured at the site of entry if there is no Living Connector present.

A Gaia Memory is a mysterious device resembling a USB flash drive that contains all of the Earth's knowledge of what it represents. This enables its user to become a Dopant, or in some special cases (with the use of a Memory Driver) a Kamen Rider. Every Gaia Memory is adorned with the first letter of its name, stylized to reflect the powers it imbues on its user.

The T2 (Type Two) Gaia Memories are next generation Gaia Memories designed by Foundation X, and produced by Kaido, based on the Gaia Memories provided by associates for study. They are capable of transforming someone into a Dopant without a living connector and not cause the side effects of doing so as their predecessors did.

The users could also utilize a T2 Gaia Memory to transform into a Kamen Rider via a Lost Driver. T2 Gaia Memories also seem to have a level of their own sentience, realized by attracting themselves to or influencing an ideal host to utilize its power. This doesn't seem to make the Memories limited to one person with a high compatibility as with the original model. An added side-effect of this low-level sentience is that Kaido can recall a T2 Memory to float back to his grasp so long as it is currently inactive and within sight.

Unlike the original Gaia Memories, T2 Gaia Memories cannot seem to be destroyed even after the User is soundly defeated; instead, they remain on to be recovered and re-used once more in the future.

The T2 Eternal Memory is a perfected version of the original Eternal Memory that Kai had stolen from Foundation X. Utilizing it alongside a Lost Driver, he is capable of transforming into Kamen Rider Eternal. By sticking the Memory into a Maximum Slot on either the Lost Driver's belt or his Eternal Edge, he is capable of unleashing a Maximum Drive finisher.

The Eternal Edge is Eternal's primary combat knife that is summoned through the powers of the Eternal Memory.

Eternal: With the Eternal Memory, it can initiate the Bloody Hell Blade Maximum Drive, where a glowing blue sword beam is released from the weapon.

A large steel briefcase containing the full 26 run of Proto-T2 Gaia Memories that Kai has had produced through various manufacturing connections. This is usually carefully stored at his home and only carried about when acting in his persona as the Gaia Memory Dealer. The briefcase is secured with a bio-lock that is coded to his own fingerprints.
Third power is no problem so long as people understand what it's for. It's only a question of whether it's better written in a separate personal plot thread or it's good as is.
