I have a 1967 Cougar with a 289 and a C4.
Recently when it is cold, it will not shift into 3rd until the transmission gets warmed up. When it's hot, it upshifts OK, with clean shifts, but will stay in 3rd instead of downshifting when I slow or stop.
I was told that it was probably the governor.
How do I repair it?
Does the transmission need to come out, or can it be done by removing the tail section and getting to the governor?

Look for moisture in the vacuum line.
Pull the hose off at the modulator valve, then blow air through the hose.
Then check the KD linkage.
Make sure there is a return spring.
If that is ok then remove the housing.
I imagine the fluid is at the correct level?
