A competition that involves paying money to the organiser is not a competition but a 'lottery' which requires a licence. 'Lowest unique bid auction' is the established and well known term for finding a winner using this method, I think trying to call it something else would be even more confusing.
I have made it very clear in the post which I ask people to read 'carefully' that the money you bid does not actually have to be sent. Possibly a little confusing to members for whom english is not their first language but I don't think it is that difficult.
I have amended the first line of the OP to again state money is not actually required, I hope this helps.
