Why not a simple rule of

Racing for a dragon boat crew automatically disqualifies you from paddling for anybody but them at the next CCWC.

To the suggestion above:
What if a person moves to a different area in that time?
What if the team disbands in that time?
What if a person's work life includes spending a considerable amount of time in another location?

I guess is is easy to say "tough luck" to the above athletes, but then we potentially lose committed people from the sport...can we afford that? Most CCWC athletes are already limited to numbers from larger urban centers, what about everyone else? If a country is small as in Europe that restrictiveness might be ok, as travel is not that big a deal, but Canada is a different situation. I'm sure other large countries would agree as well.

Maybe a quota limit (10%?) could be considered, subject to clear documentation of involvement. Then limited numbers small market athletes could have some involvement, subject to need from the host team. They eventually would help the growth of the sport in their home areas as well, a positive thing.

The Head of the Cheaters has bent, broken, changed, circumvented, interpreted, altered, mis-aligned, mocked, ignored, and more the rules and DBC in the past has been blind and Dumb to the whole sh*tshow.

Now, personally, I don't care who teams get to paddle with them. Just don't make "fake news" of it and pretend to be up front and honest about your clear and knowing disregard for the rules and pretend to be an honest club crew.

Missing one CCWC is not the end of the world and is unlikely to cause that athlete to give up Dragon Boating.

This rule would affect very few people. It does not stop you training with multiple clubs. It just means that if you want to represent your club at the next CCWC then you can't race with multiple clubs.

However you point about a club disbanding is a good one.

I would suggest that a club disbanding would reset its members CCWC qualification status.

Ask the philly team. They are aces at bending the rules or breaking them and not getting caught. Or more accurately, the dirty USDBF looking the other way as they import paddlers from across the country. And of course it helps that the coach runs the usdbf through his lackies.

When it gets down to it, nobody - as in nobody who could make a difference - really cares. There's too many paddlers, too many teams. No way to enforce those rules. Who exactly is going to go through every roster and then go back through practice records to see if someone practiced with a team or not and for how long and when and where were they living...? Nobody. The USDBF and the IDBF should just stop the pretense of trying to actually make nationals and regionals and CCWC reflect the results of actual "clubs." Just one more way the entire sport is screwed.
