Following is a real example of existing HRD policies on IR:

In a railway workshop, an employee (Group C) of a technical department, remains unauthorized absent from February 2017.

However, in March 2017, same railway employee attends the work place for two days and gets two days incentive and salary.

However, what is interesting is that same employee gets full HRA for March 2017 (even though he was present for only two days).

This HRA amount is used to pay for PF deduction and GIS deduction.

When a supervisor is sent to his home, it is learnt that the railway employee is due for retirement in September 2017 and he is an alcoholic.

The said railway employee is hoping and praying for his death before retirement (during service) so that his educated son becomes eligible for CGA in same railway workshop.

It seems that IR has unique HRD policies encouraging such a behavior from its employees.
