The exact language in the above cited law prohibits "Possessing, moving, harvesting, removing, taking, damaging, disturbing, breaking, cutting, spearing, or otherwise injuring any coral, marine invertebrate, fish, bottom formation, algae, seagrass or other living or dead organism, including shells, ..."

I did find one dive charter that would take people beyond the reserve area, but the cost would be too high unless you had at least 4-5 people.

Also one state park prohibits collecting live or dead couch shells.

They are putting a large box between Homestead and Key Largo so people can drive down place money in box and leave. Air for now is free.
