I'm pretty sure it's up to the owner wether or not they let minors into their establishment. As long as they preserve their liquor liscense and keep minors from drinking, its okay... but supposedly once you lose your liscense its really hard to get it back (if at all? Not sure), so most clubs like to seperate the two. Bars, easier to monitor... but I'm sure most strait bars (that arent a part-time grill or restaurant or something) dont want minors in there anyway.
Places like soupy's, studabaker's, and sneaky dee's have a day/night policy... but your average corner bar probably wont kick you out provding you order SOMETHING.
Clubs are a whole different thing though... if you are looking for some place that will serve you, I actually suggest having a good night's fun at an all ages place, then hitting a boozecan... dont ask me where a boozecan is located though, I'm not into that scene anymore.. and they move around pretty quickly last time I was.
