Just about every electronics store in Springvale will mod your PSX/PS2 for a pretty cheap price.
Computer swap meets and even markets have guys that will mod them there and then..

There is a mall in Toronto that is all about bootleg. They do modchips, burned games and just about all console bootleg there is. Everyone knows it.... and no one gets busted. (doreami goes there like everyday)
