Back at GDC in March 06, Phil Harrison stated flat out that both the software and hardware would have no region coding for games, only for DVDs and Blu-Ray movies.
While this isn't direct from Sony's mouth, it hasn't been denied by them yet either...

I don't think Harrison actually has much more idea of what's going on than we do. He just says what we want to hear and shrugs it off when Sony HQ says otherwise (see: the two SKUs).
He's an executive with SCEI, a VP at SCEE, and has been one of the constant faces of the Playstation 3 at any of its public and private showings in the US and Europe. Even if Sony HQ didn't detail a feature like that on an official white sheet, it still came from the horse's mouth, so to speak. Mr. Harrison doesn't speak as an independent analyst or as a gamer, he speaks as a medium to deliver Sony's message.
While this hasn't changed my intentions on buying a Playstation 3, it has changed some of the purchases I might've made with it, especially if the lack of a region code applied to backcompat titles.

I'm aware of who he is; it just seems like Sony has a lack of internal communication and strategy.
As with all the other nebulous PS3 details that we can never get a straight answer for, we can only wait and see what's what.

Aah, I thought you were aiming at the "Just because one spokesman says it doesn't mean it's the position of the entire company" angle. Sorry, a little miscommunication on my end.
