Developers CAN, but virtually nobody will. Hell, for 99.9% of the games out there, DVD gave them enough space to do this, but almost nobody took advantage of that.
At the very least, it'll make importing quite a bit easier, especially for the Europeans who tend to get screwed...well...most of the time.

I hate bittorent. Every damn time I try to download with bittorrent I get to about 5-10% of the file, and then nobody is interested in the parts I have so I don't continue downloading, IT IS TEH SUX.
