CHV Lives On

I'm sure everyone has heard of BitTorrent by now; if you haven't, it's a teensy little app that makes downloading large quantities of files and sharing said files easier than ever before. The problem, however, is that there is no limiter on the upload speed. There is a reason behind this, and it's to keep everything flowing smoothly. It's no good if people are all downloading and no one's uploading. However, as those of you with a limited cable or DSL upload know, as soon as your upload hits the cap, your downloads turn to shit.
