The frame is halmarked from a company tha existed from 1894-1896 and is engraved EMR and the top. the photo looks WWI or Post WWI

Any ideas of the regiment and time frame?

Looks like Essex Scottish (later Essex and Kent). This would be post-1920 as the WI medals were not sent until then.

The medals are from the viewers left, the 1914 Star (in this case without bar), Victory Medal and British War Medal. However, they should be worn Star, BWM, VM. Additionally the VM is on the BWM ribbon, and the BWM on the VM ribbon! Incorrectly dressed on parade that man...
