I lean towards an Air Force exercise patch just because it seems to be very roundel-based. But the cavalry type pennant on the lance seems a little odd, so I'm not sure. I don't think it is a unit.

The patch is from the SERT, Special Emergency Response Team that was the RCMP Couter Terrorism Unit until JTF2 was formed in 1993. The team had three helicopters on loan from 427 Sqn which were stationed out of CFB Uplands. As Geoff noted, you have the CAF roundel; the pennet is RCMP and to add to the mystery, there is no wording on the patch.

One of the civilian members of my unit used to be a member of 427 Sqn and was posted to the SERT.
