No he was not a black belt. He learnt some Judo techniques from Jesse and Fred Sato in Seattle and later in Los Angeles from Judo Gene LeBell.

"He learned a lot about Judo from Fred Sato and myself, and he once enrolled in a formal Judo class at the University of Washington under Shuzo Kato, who was a U.S. national champion and one of my earlier Judo teachers." Jesse Glover

It certainly would be interesting if there was a list of martial arts that Bruce Lee had expertise on, black belts or not.

^^ There is the list of 26 arts, of which JKD was allegedly composed. I think Vunak posted it here and there.

The three main arts remained Wing Chun, Fencing and Boxing. He still used the simplicity and directness of WC. He first found footwork a disadvantage so from Peter he incorporated Fencing footwork and stop-hit principal. WC punches after WJM fight  lacked adaptability and power so he incorporated boxing which added the power from all angles. In JKD he said you should be able to use your tools from all angles. When he found a weakness in his style he tried to find a better way to improve it.
