I think it's Baker.
I think that photo of the near time when they visited shooting of Hapkido.
Raymond Chow was hired Andre Morgan for Enter the Dragon.

He did research on Bruce at this time period for his Legend of the Dragon book series.

After looking at this photo and a couple of others more closely, I agree, that's not Bob Baker.

Maybe a reporter? Or an invited friend of someone's?

Just found this rare info from the 1972 June issue of the HK East Pictorial Magazine. Those photos were taken from an early June, 1972 dinner organised by GH in the Golden Crown Restaurant. The article stated that Bruce, Chuck Norris, Bob Wall and Raymond Chow met up with the Chinese American film industry key figures from New York, San Francisco, Seattle and Chicago. They were having a welcoming party dinner at that restaurant. One of the guests was the daughter of Ruby Chow. Bruce knew her since working in Ruby’s restaurant in 1959.
So, it was obvious that the guy sitting next to Bruce was one of the key figures from the U.S. film industry but name was not mentioned. It was not Bob Baker who seldom wore suit in most of the photo sessions.

Nick, Leon, Mikbro etc., thumbs up for your good guessing. I’ve to check my eyesight tomorrow :)
