That's an interesting USA Today article. Since the traveler booked a vacation package, they at least had a chance to determine what additional fees, if any, they could expect (because vacation packages are not opaque).

The REAL trouble, in my opinion, comes when a property charges you a mandatory resort/spa fee on name-your-own-price bookings, wherein you don't know what hotel might be assigned, and thus no opportunity to evaluate the potential impact of hidden fees. We've had reports here of "Resort Fees" adding up to many hundreds of dollars, and a significant fraction of the bid price for the room. In my mind, that's outrageous, and totally unacceptable. When naming your own price, all mandatory fees should be included. Because you are naming YOUR OWN price, and being bound to undisclosed fee charges is... well, I want to use some very strong language here, but I'll restrain myself. Wish the "resorts" would restrain themselves, too.
