Hotwire went back down to $38 today. This was also the price that Budget was quoting. So I bid $35 again -- and it was accepted! By Hertz!

Many thanks for all your help. I used your links and I'll post the winning bid in the Fort Lauderdale section.

Thank you for placing your bid through our link to Priceline. If Budget was quoting $38, why didn't you bid lower?

Because earlier the market had been very tight. So I was afraid that if I didn't get the car yesterday when it opened up, I might have to pay a much higher price if it tightened up again. Accordingly, I bid cautiously, just a few dollars under Hotwire and Budget.

Addendum:
Inventory was indeed tight. Even though I had reserved a midsize car, they had none when I arrived. So I was forced to get a minivan, which I really didn't want. The next day I went back to the airport and exchanged it.
