I'm planning my trip for the holidays and since I'm not real picky about which airport I use in the Baltimore/Washington area, I thought I'd check to see how the car rental fees compare at DCA, IAD, and BWI. When I rented a car at BWI in September, I remember thinking the taxes and fees seemed awfully high, so I created a test bid on a full size rental car at $10 per day for 10 days at each of the airports. The estimated taxes and fees are listed below:

DCA
Airport Fee (11.1%) 11.10
Transaction Fee ($2.50 per day) 25.00
Vehicle License Fee ($.31 per day) 3.10
State Tax (8%) 11.14
Total Taxes & Fees $50.34

IAD
Airport Fee (11.1%) 11.10
Vehicle License Fee ($.31 per day) 3.10
State Tax (8%) 9.14
Total Taxes & Fees $23.34

BWI
Customer Facility Charge ($3.00 per day) 30.00
Concession Recoupment Fee (10%) 10.00
Sales Tax (11.5%) 16.10
Total Taxes & Fees $56.10

As I suspected, the fees were highest at BWI. The $33 difference between BWI and IAD could easily be another 2 days car rental through Priceline, a night in a 3* hotel, or added to your bid to fly into IAD. This is something to consider if your choice of airports is flexible.

The difference is not as significantfor a more typical transaction.

For example, taxes and fees on a 4-day rental at $15 per day (which is a common winning rate for this area) run as follows:

DCA: $22.70
IAD: $12.70
BWI: $24.90

That is a difference of only $10-12. And you might easily save this much by flyinging into BWI, since you have a much better chance of obtaining a lower fare to BWI (because it is a Southwest hub).

The difference is even less significant if you consider the time and gasoline that will be required to drive to/from IAD, as opposed to DCA which is but a few minutes from the Capitol.
