Is the rack rate expected to come down lower in the next week? I'm somewhat surprised that even a $175 bid vs $199 didn't get accepted, but if it's because it's too early, I understand.

No, the rack rate shouldn't come down but the Priceline rate should come down closer to your checkin date.

At this point, I would say Priceline doesn't have access to any Name Your Own Price discounts unless there is an Express Deal. Is there?

There isn't an Express Deal for the Laguna Cliffs Marriott.

Also, for Express Deals, it shows one 3* hotel available ('Was $188, now $150'/nt).
On the regular PL, it shows two 3* hotels available - Doubletree Suites by Hilton Doheny Beach ($189/nt), and Residence Inn DP-SJC ($189/nt).
Based on the posted amenities, I highly suspect the ED is the Doubletree. (Although, I'd probably pass on the Doubletree based on reviews on PL)
