Hi 

When is the best time to book 4star hotel in san juan. Right now in Rio Grande area Express deals on price line is $101 - 5% fall5 discount = $96 / day + tax + resort fees + parking. 
I want to book from 03/10/14-03/16/14  and that will be spring break, hence the prices may go up, what is the best time to bid and book it, shall I wait till jan / feb, or shall I buy it now.

I have bid till $70 but rejected, shall I wait more, As the same 4 star hotels are selling  $79 express deal for Nov first week, but march is spring break. hence I am not sure to wait or book now.

You can expect a discount of 5%-10% off the Express Deal rate. That $101 Express Deal rate is excellent for your height of the season Spring Break and cruise season dates. I would bid up to that amount on Thursday as that rate is too good to lose for your exact dates

Thanks a lot Sheryl, I will book it today and will definitely post the winning bid, I checked that they are giving "Deluxe Garden View Junior Suite 520 Sqft Private Balcony" in express deal and that is exact match for room in Gran Melia Puerto Rico , they charge $15 resort fees and $16 parking, still a very good deal.  Thanks again for all the help Sheryl.

Winning bid was $93 + tax = $640, now much difference from express ( $96) as you said, that itself tells that there was much room and the rates are good for the spring break season. 
Also they didn't gave me any counter offer. Hotel is Gran Melia Puerto Rico
  as we guessed, they charge 17.44% resort fees + $16 self parking. All will come down to $140/night for peak spring break is not bad at all. 
Thanks again for all the help, this was my first time using bidding correctly, I have been burnt 3 times before and used to hate it, but not anymore thanks to you. 
By the way you are right hotwire was $109/night for same 4 star category with 2 adult , saved me quite a bit. I used to use hotwire a lot but that will change.

Delighted to find this site and thread, via mprof tip.  I too am interested in this property for an upcoming PR visit.  It's pretty obvious that both priceline and hotwire are offering "secret" deals for this resort at around $100 per night.  When I started to place a reservation for the $100 promotion via hotwire, I got a surprise line of $35.22 for unspecified "tax recovery charges + fees."  I asked hotwire reps (on line and by phone) if they could specify exactly what that $35.22 includes, but they would not -- and said I could ask the hotel "when I get there."  Worse, hotwire did tell me that the $35 (35%!) did NOT include the resort fees or parking.  (but they couldn't tell me what those fees would be!!).  This struck me as shady/unethical -- at best.  It's not funny to see a 4* resort offer their property at a 57% discount off the rack rate, but then appear to tack on fees and taxes that could well amount to over 50% up from the "sale" fare, or worse. 

By pleasant contrast, when I tested the reservation process at priceline (for the same property, listing there "secretly" at $107 presently, without bidding), I get a more specific (and reasonable) breakdown of fees & taxes, at $18.18 to be charged with the reservation - plus another $14 "mandatory fee" to be charged by hotel at checkout.  (there's a sub indication that this fee may be for the "resort fee")  I'm guessing the nasty parking fee (outrageous for such a large property as this) will be tacked on separately. 

This experience has soured me seriously on hotwire.  Any perspective or tips out there?

Hmmmmm...... I went through all that to get a short-shrift answer like that?  (what does that mean, you "support priceline only?"   Advertising links appear on your page for hotwire?  (maybe those are google ads)

In any case, I've just given your readers serious new reason to "support priceline" only.
