[font=HELVETICA, 'SANS-SERIF']I have seen better pricing for same *level on Hotwire Vs priceline.  Wondering if hotwire is using the same * in Istanbul.  Does it make sense to use hotwire there instead of priceline?[/font]

Priceline will always beat Hotwire when comparing apples to apples. Hotwire often rates hotels higher than Priceline does, their zones are not the same nor do most Marriotts participate with Hotwire. Stick with Priceline.

I would probably go with Express Deals, because with some research you can narrow down the possible hotels and decide if you're willing to live with any of the ones you might receive. But it depends on your tolerance for risk.

The problem with using opaque services in Istanbul is that there are a lot more unknowns compared to the US or Canada. When you're using Priceline or Hotwire in the US or Canada, you're often dealing with fairly large chains. Most of the deals you're seeing for Istanbul on Hotwire and Express Deals are likely for the many independent hotels in the city. There's a huge variance in price and quality at each star level, so that low price you're seeing may not look so good once you compare it to the hotel's retail rate. And as you've no doubt noticed, we have very little data for Priceline in Istanbul, and none at all for Hotwire. So it's hard to know whether the potential savings are worth the risk of getting an unsatisfactory hotel.

One advantage with using Express Deals, compared to Hotwire, is that the retail rates (and the discount off of it) that they show are usually accurate, while Hotwire's rarely are. That can help you idenify the hotel, and at least give some assurance that you're getting a discount large enough to justify the risks. I've seen Hotwire "Hot Rates" that were actually higher than retail after you added in their fees.

Got 10% of express deal in the –email so booked 4* in Topkapi Palace West Vicinity area.  As mentioned by tile pusher that it will be an independent hotel with huge variance in room size and quality, I changed the room to superior for C(Canadian) $66.  Regular room was C$58.

This is not a Radisson Blu -- it's a independent hotel, by the looks of it. The rates I'm seeing are slightly different than what you saw, javaidiq, so I just want to verify that I'm seeing the same Express Deal that you booked. Were these the bed choices you were given:

Double Bed - Smoking Room
Double Bed - Smoking Superior Room
Smoking Room

Yes tilepusher this does not look like Radisson Blue plus  there is another Radisson Blue nearby.  Yes these are the bed choices.  I can see prices have decreased to C$57 Double Bed - Smoking Room and C$ 64 Double Bed - Smoking Superior Room.
