Wanted to stay in nearby Big Bear, but that was waaaaaay too expensive. Redlands seems to be the closest area; we'll commute up into the mountain.
Starting at the BfT link, I saw a 3* Redlands hotel at $76 as an Express Deal. It promised at least 8/10 customer rating (the hotel turned out to be above 9, so this was a bit of a curveball for those who think they can always identify the hotel that will be chosen). Looking at the amenities, I was guessing the Ayres, but who knows?
I saw there are 2 free rebids in this area, so I started bidding at $65. Rejected with counteroffer of $83. Yeah, right.
Added Ontario South, bid $68. Nope.
Started a new bid to maximize re-bids, choosing Redlands and San Bernardino Rialto, $71. Rejected with the same counteroffer of $83. Yeah yeah right right.
Added both free rebid areas, raised bid to $74, succeeded. So I saved a couple of bucks compared with the XD.
The accounting was weird:
40.71 taxes and fees
–.14 hotel fee credit
$262.57 (compared with the $266.03 that a $76 Express Deal would have been, a savings of $3.46, which happens to be $3.60 minus 14 cents, right?)
Hotel fee credit? 14 cents??? I HATE HOTEL FEES, so I am chagrined that I somehow missed the fact that this hotel charged one. I am the type of person who reads the fine print, and this time the fine print escaped me. Not to worry... I think it's only $1 per night, (we'll see) in which case I object in theory but will go ahead and fork over the $3 if requested. Sigh.
I went back, just to be sure, and investigated other nights in the same area. The same 3-star Express Deal was still available at $76, and THIS TIME I DIDN'T MISS THE HOTEL FEE. I would ***swear*** that there was no warning the first time through. Sheesh!
Moreover, this time the Express Deal was openly "unlocked" and the Ayres Hotel was specified, with all its amenities! Wow, will wonders never cease?

The Express Deal I'm seeing now shows a 9+ guest rating, so it's possible that the Express Deal you saw the first time was for a different hotel. The hotel fee should be same as what's shown in the Express Deal -- 14 cents. Priceline's already credited you this amount (I assume there was no warning about hotel fees when you reviewed your bid), so there's no reason to be chagrined.
