teams that can only finish 4th shouldnt be allowed in anyway. devalues the competition.

if by 'devaluing the competition' you mean getting further in it than teams that finish second- then you're right

I agree, and taking it to it's natural conclusion do does including teams who finish second, third and fourth. That, and the fact that 2nd, 3rd & 4th get so much money for playing in it, in turn devalues the Europa League.
