MACP benefit in case of refusal to regular promotion

An employee who is in grade pay 4200 granted 4600 grade pay under MACP.Subsequently promoted in grade pay 4600 on regular basis to which he refuses.In the situation whether the benefit granted to him ie GP 4600 will be withdrawn or otherwise.Please clarify.

Rules are very clear. Once financial upgradation under MACPS is granted, it shall not be withdrawn if regular promotion is refused. However, in case the employee is eligible for any subsequent upgradation under MACPS, it shall get postponed for an equal period as that for which the employee would be debarred for promotion.
