Not sure what is wrong.

Followed the instructions...

Forum Root:

http://thegc.org/forum/


Moved the mobiquo folder to:

http://thegc.org/forum/mobiquo/

Can see the conf file:

http://thegc.org/forum/mobiquo/conf/config.txt


Am I losing it?

Can not verify since your forum is private mode. Please look into the below threads, I believe it can help you solve the problem.
